6	8		AN ACT
7	9		relating to the system for maintaining records relating to children
8	10		in the conservatorship of the Department of Family and Protective
9	11		Services.
10	12		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	13		SECTION 1. Subchapter B, Chapter 40, Human Resources Code,
12	14		is amended by adding Section 40.043 to read as follows:
13	15		Sec. 40.043. CASE TRACKING AND INFORMATION MANAGEMENT
14	16		SYSTEM. The department shall ensure that the department's case
15	17		tracking and information management system:
16	18		(1) locks information related to any stage of service
17	19		entered in a case narrative in the system by appropriate department
18	20		staff, representatives, or agents after approval by department
19	21		management;
20	22		(2) after information is locked in the case narrative
21	23		in the system as provided by Subdivision (1):
22	24		(A) prevents modification of the information by
23	25		any department staff, representative, or agent unless authorized by
24	26		order of a court; and
25	27		(B) allows appropriate department staff,
26	28		representatives, and agents to make supplemental entries to the
27	29		case narrative to update or provide additional information relevant
28	30		to the case; and
29	31		(3) for any substantive change to information in the
30	32		system, other than a change to the case narrative, requires the
31	33		identity of the person making the change and the date the change is
32	34		made to be included in the system.
33	35		SECTION 2. This Act takes effect September 1, 2019.
