97 relating to the reporting of certain information on felony
108 defendants placed on community supervision who are young adults and
119 to certain measures to reduce the revocation rate of those
1210 defendants.
1311 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1412 SECTION 1. Chapter 509, Government Code, is amended by
1513 adding Section 509.018 to read as follows:
1614 Sec. 509.018. INFORMATION ON OUTCOMES OF CERTAIN FELONY
1715 DEFENDANTS PLACED ON COMMUNITY SUPERVISION; MEASURES TO REDUCE
1816 REVOCATION RATE. (a) In this section, "young adult" means a person
1917 who is at least 17 years of age but younger than 25 years of age.
20- (b) Not later than December 1 of each even-numbered year,
21- the division shall submit to the legislature a report that includes
18+ (b) The division shall require each department to annually
19+ report to the division, in the manner prescribed by the division,

2321 (1) the revocation rate for felony defendants placed
24- on community supervision in each county who are young adults;
22+ on community supervision in a county served by the department who
23+ are young adults;
2524 (2) the percentage of the felony defendants described
2625 by Subdivision (1) who completed the period of community
2726 supervision; and
2827 (3) the recidivism rates for felony defendants
2928 described by Subdivision (1) following the first, second, and third
3029 anniversary of the date the defendants were placed on community
3130 supervision.
3231 (c) The information reported under Subsection (b) must be
33- disaggregated by race or ethnicity, offense type, and supervision
32+ disaggregated by race, ethnicity, offense type, and supervision
3433 level.
35- (d) The division may provide technical assistance to

3638 departments that serve counties in which the revocation rate for

3941 exceeded the statewide average for felony defendants described by
4042 that subsection who have a similar supervision level.
41- (e) Technical assistance provided under Subsection (d) must

4345 (1) developmental psychology;
4446 (2) effective supervision practices for defendants
4547 who are young adults; and
4648 (3) the impact of adverse childhood experiences and
4749 past trauma on the supervision of defendants who are young adults.

49- Subsection (d) to develop and submit to the division a corrective

5052 action plan establishing the measures the department will take to

5254 Subsection (b)(1), including measures for creating collaborative
5355 relationships with nonprofit organizations that provide
5456 multidisciplinary services for young adults who are involved in the
5557 criminal justice system.
56- (g) When awarding a grant to a department for the purpose of
