8	6		AN ACT
9	7		relating to a requirement that certain water districts make audio
10	8		and video recordings of open meetings available on the Internet.
11	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	10		SECTION 1. Sections 551.128(a) and (b-1), Government Code,
13	11		are amended to read as follows:
14	12		(a) In this section:
15	13		(1) [,] "Internet" means the largest nonproprietary
16	14		cooperative public computer network, popularly known as the
17	15		Internet.
18	16		(2) "Water district" has the meaning assigned by
19	17		Section 551.131(a).
20	18		(b-1) A transit authority or department subject to Chapter
21	19		451, 452, 453, or 460, Transportation Code, an elected school
22	20		district board of trustees for a school district that has a student
23	21		enrollment of 10,000 or more, an elected governing body of a
24	22		home-rule municipality that has a population of 50,000 or more, a
25		-	water district ~~that serves a population of 50,000~~ or more~~, or a~~
26		-	county commissioners court for a county that has a ~~population of~~
27		-	125,000 or more shall:
	23	+	water district whose territory includes land in three or more
	24	+	counties, or a county commissioners court for a county that has a
	25	+	population of 125,000 or more shall:
28	26		(1) make a video and audio recording of reasonable
29	27		quality of each:
30	28		(A) regularly scheduled open meeting that is not
31	29		a work session or a special called meeting; and
32	30		(B) open meeting that is a work session or
33	31		special called meeting if:
34	32		(i) the governmental body is an elected
35	33		school district board of trustees for a school district that has a
36	34		student enrollment of 10,000 or more; and
37	35		(ii) at the work session or special called
38	36		meeting, the board of trustees votes on any matter or allows public
39	37		comment or testimony; and
40	38		(2) make available an archived copy of the video and
41	39		audio recording of each meeting described by Subdivision (1) on the
42	40		Internet.
43	41		SECTION 2. This Act takes effect September 1, 2019.
