9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Subchapter A, Chapter 501, Government Code, is | |
11 | 11 | amended by adding Section 501.0052 to read as follows: | |
12 | 12 | Sec. 501.0052. REPORT ON INCIDENCE OF DYSLEXIA AND | |
13 | 13 | ILLITERACY AMONG INCARCERATED PERSONS. (a) Not later than | |
14 | 14 | September 1, 2020, the department shall identify each dyslexic | |
15 | 15 | inmate housed in facilities operated by the division. | |
16 | 16 | (b) Not later than December 1, 2020, the department shall | |
17 | 17 | use the information obtained under Subsection (a) and Section | |
18 | 18 | 501.005(c) to prepare a written report providing statistical | |
19 | 19 | information regarding the incidence of dyslexia and functional | |
20 | 20 | illiteracy among incarcerated persons in this state. The report | |
21 | 21 | must include the findings and legislative recommendations of the | |
22 | 22 | department. | |
23 | 23 | (c) The department shall submit the report to the governor, | |
24 | 24 | lieutenant governor, speaker of the house of representatives, and | |
25 | 25 | chair of each legislative standing committee having jurisdiction | |
26 | 26 | over corrections. | |
27 | 27 | (d) This section expires September 1, 2021. | |
28 | 28 | SECTION 2. This Act takes effect September 1, 2019. |
