9+ A BILL TO BE ENTITLED
410 AN ACT
511 relating to addressing the needs of homeless youth.
612 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
713 SECTION 1. Section 2306.0721(c), Government Code, is
814 amended to read as follows:
915 (c) The plan must include:
1016 (1) an estimate and analysis of the size and the
1117 different housing needs of the following populations in each
1218 uniform state service region:
1319 (A) individuals and families of moderate, low,
1420 very low, and extremely low income;
1521 (B) individuals with special needs;
1622 (C) homeless individuals;
1723 (D) veterans;
1824 (E) farmworkers;
1925 (F) youth who are aging out of foster care; [and]
2026 (G) homeless youth, as defined by Section
2127 2306.1101, and other individuals older than 18 years of age and
2228 younger than 25 years of age who are homeless; and
2329 (H) elderly individuals;
2430 (2) a proposal to use all available housing resources
2531 to address the housing needs of the populations described by
2632 Subdivision (1) by establishing funding levels for all
2733 housing-related programs;
2834 (3) an estimate of the number of federally assisted
2935 housing units available for individuals and families of low and
3036 very low income and individuals with special needs in each uniform
3137 state service region;
3238 (4) a description of state programs that govern the
3339 use of all available housing resources;
3440 (5) a resource allocation plan that targets all
3541 available housing resources to individuals and families of low and
3642 very low income and individuals with special needs in each uniform
3743 state service region;
3844 (6) a description of the department's efforts to
3945 monitor and analyze the unused or underused federal resources of
4046 other state agencies for housing-related services and services for
4147 homeless individuals and the department's recommendations to
4248 ensure the full use by the state of all available federal resources
4349 for those services in each uniform state service region;
4450 (7) strategies to provide housing for individuals and
4551 families with special needs in each uniform state service region;
4652 (8) a description of the department's efforts to
4753 encourage in each uniform state service region the construction of
4854 housing units that incorporate energy efficient construction and
4955 appliances;
5056 (9) an estimate and analysis of the housing supply in
5157 each uniform state service region;
5258 (10) an inventory of all publicly and, where possible,
5359 privately funded housing resources, including public housing
5460 authorities, housing finance corporations, community housing
5561 development organizations, and community action agencies;
5662 (11) strategies for meeting rural housing needs;
5763 (12) a biennial action plan for colonias that:
5864 (A) addresses current policy goals for colonia
5965 programs, strategies to meet the policy goals, and the projected
6066 outcomes with respect to the policy goals; and
6167 (B) includes information on the demand for
6268 contract-for-deed conversions, services from self-help centers,
6369 consumer education, and other colonia resident services in counties
6470 some part of which is within 150 miles of the international border
6571 of this state;
6672 (13) a summary of public comments received at a
6773 hearing under this chapter or from another source that concern the
6874 demand for colonia resident services described by Subdivision (12);
6975 and
7076 (13-a) information regarding foreclosures of
7177 residential property in this state, including the number and
7278 geographic location of those foreclosures.
7379 SECTION 2. Section 2306.905(b), Government Code, is amended
7480 to read as follows:
7581 (b) In accomplishing the council's duties under this
7682 section, the [The] council and each of its represented agencies may
7783 seek program or policy assistance from the Texas Homeless Network
7884 or any other organization in this state that has a network of
7985 providers with expertise in assisting homeless youth [in
8086 accomplishing the council's duties].
8187 SECTION 3. This Act takes effect September 1, 2019.
