55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion in the definition of a medical and dental
88 unit of the Dell Medical School at The University of Texas at Austin
99 and the School of Medicine at The University of Texas Rio Grande
1010 Valley and the participation of those schools in the Joint
1111 Admission Medical Program.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 51.821(4), Education Code, is amended to
1414 read as follows:
1515 (4) "Participating medical school" means each of the
1616 following entities:
1717 (A) the medical school at The University of Texas
1818 Health Science Center at Houston;
1919 (B) the medical school at The University of Texas
2020 Southwestern Medical Center;
2121 (C) the medical school at The University of Texas
2222 Health Science Center at San Antonio;
2323 (D) the medical school at The University of Texas
2424 Medical Branch at Galveston;
2525 (E) the medical school at the Texas Tech
2626 University Health Sciences Center at Lubbock;
2727 (F) the medical school at the Texas Tech
2828 University Health Sciences Center at El Paso;
2929 (G) the Baylor College of Medicine;
3030 (H) the college of osteopathic medicine at the
3131 University of North Texas Health Science Center at Fort Worth;
3232 [and]
3333 (I) the medical school at The Texas A&M
3434 University System Health Science Center;
3535 (J) the medical school at The University of Texas
3636 at Austin; and
3737 (K) the medical school at The University of Texas
3838 Rio Grande Valley.
3939 SECTION 2. Section 61.003(5), Education Code, is amended to
4040 read as follows:
4141 (5) "Medical and dental unit" means The Texas A&M
4242 University System Health Science Center and its component
4343 institutions, agencies, and programs; the Texas Tech University
4444 Health Sciences Center; the Texas Tech University Health Sciences
4545 Center at El Paso; The University of Texas Medical Branch at
4646 Galveston; The University of Texas Southwestern Medical Center; The
4747 University of Texas Medical School at San Antonio; The University
4848 of Texas Dental Branch at Houston; The University of Texas M. D.
4949 Anderson Cancer Center; The University of Texas Graduate School of
5050 Biomedical Sciences at Houston; The University of Texas Dental
5151 School at San Antonio; The University of Texas Medical School at
5252 Houston; the Dell Medical School at The University of Texas at
5353 Austin; the School of Medicine at The University of Texas Rio Grande
5454 Valley [The University of Texas Health Science Center--South Texas
5555 and its component institutions, if established under Subchapter N,
5656 Chapter 74]; the nursing institutions of The Texas A&M University
5757 System and The University of Texas System; and The University of
5858 Texas School of Public Health at Houston; and such other medical or
5959 dental schools as may be established by statute or as provided in
6060 this chapter.
6161 SECTION 3. (a) As soon as practicable after the effective
6262 date of this Act, the medical schools at The University of Texas at
6363 Austin and The University of Texas Rio Grande Valley each shall:
6464 (1) enter into the agreement with the Joint Admission
6565 Medical Program Council required by Section 51.829, Education Code;
6666 and
6767 (2) select an appropriate faculty member to represent
6868 the respective medical school on the council.
6969 (b) The medical schools at The University of Texas at Austin
7070 and The University of Texas Rio Grande Valley each shall provide
7171 internships and mentoring under the Joint Admission Medical Program
7272 as appropriate beginning with the 2019-2020 academic year, but are
7373 not required before the 2022-2023 academic year to admit
7474 participating students to the medical schools under the program.
7575 SECTION 4. This Act takes effect immediately if it receives
7676 a vote of two-thirds of all the members elected to each house, as
7777 provided by Section 39, Article III, Texas Constitution. If this
7878 Act does not receive the vote necessary for immediate effect, this
7979 Act takes effect September 1, 2019.
