76 AN ACT
87 relating to the award of grants by the Texas Workforce Commission to
98 facilitate the participation of certain veterans and military
109 personnel in apprenticeship training programs.
1110 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1211 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1312 amended by adding Section 302.00341 to read as follows:
1413 Sec. 302.00341. GRANTS TO FACILITATE PARTICIPATION IN
1514 APPRENTICESHIP TRAINING PROGRAMS BY CERTAIN VETERANS AND MILITARY
1615 PERSONNEL. (a) In this section:
1716 (1) "Apprenticeship training program" has the meaning
1817 assigned by Section 133.001, Education Code.
1918 (2) "Nonprofit organization" means an organization
2019 exempt from federal income taxation under Section 501(a), Internal
2120 Revenue Code of 1986, as an organization described by Section
2221 501(c)(3) of that code.
2322 (b) The commission shall develop and administer a program
2423 under which the commission may award grants to one or more nonprofit
2524 organizations that facilitate the participation in apprenticeship
2625 training programs of veterans and active-duty military service
2726 members who are transitioning into civilian employment.
2827 (c) A grant awarded under this section may be used only to
2928 recruit or assist veterans or active-duty military service members
3029 who are transitioning into civilian employment to participate in an
3130 apprenticeship training program in this state.
3231 (d) The commission shall adopt rules for the administration
3332 of this section, including rules for verifying that state funds
3433 awarded to a nonprofit organization under this section are being
3534 used appropriately.
3635 SECTION 2. As soon as practicable after the effective date
3736 of this Act, the Texas Workforce Commission shall adopt rules under
3837 Section 302.00341, Labor Code, as added by this Act.
3938 SECTION 3. This Act takes effect September 1, 2019.
