10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Subchapter A, Chapter 531, Government Code, is | |
12 | 12 | amended by adding Section 531.0095 to read as follows: | |
13 | 13 | Sec. 531.0095. EMPLOYEE GRIEVANCE PROCEDURE. The executive | |
14 | 14 | commissioner by rule shall establish a grievance procedure for | |
15 | 15 | commission employees and employees of the Department of Family and | |
16 | 16 | Protective Services. The procedure must allow an employee to | |
17 | 17 | appeal a dispute regarding: | |
18 | 18 | (1) a disciplinary action, including: | |
19 | 19 | (A) an oral or written reprimand; | |
20 | 20 | (B) a demotion; | |
21 | 21 | (C) a suspension; | |
22 | 22 | (D) a reduction in compensation; and | |
23 | 23 | (E) a termination for cause and at will; or | |
24 | 24 | (2) the employee's compensation or working conditions, | |
25 | 25 | including required working hours. | |
26 | 26 | SECTION 2. Not later than January 1, 2020, the executive | |
27 | 27 | commissioner of the Health and Human Services Commission shall | |
28 | 28 | adopt rules necessary to implement Section 531.0095, Government | |
29 | 29 | Code, as added by this Act. | |
30 | 30 | SECTION 3. This Act takes effect September 1, 2019. |
