| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter D, Chapter 37, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 37.1091 to read as follows: |
|---|
| 12 | 12 | | Sec. 37.1091. THREAT ASSESSMENT TEAM. (a) Each school |
|---|
| 13 | 13 | | district and open-enrollment charter school shall adopt policies |
|---|
| 14 | 14 | | and procedures in accordance with the guidelines developed by the |
|---|
| 15 | 15 | | Texas School Safety Center, and in coordination with the agency, |
|---|
| 16 | 16 | | for the establishment of threat assessment teams. The policies and |
|---|
| 17 | 17 | | procedures must establish at least one threat assessment team and: |
|---|
| 18 | 18 | | (1) the membership and composition of each threat |
|---|
| 19 | 19 | | assessment team; |
|---|
| 20 | 20 | | (2) the training requirements for a member of a threat |
|---|
| 21 | 21 | | assessment team, including training provided by the Texas School |
|---|
| 22 | 22 | | Safety Center in threat assessment protocols; |
|---|
| 23 | 23 | | (3) guidance for students, faculty, and staff in |
|---|
| 24 | 24 | | identifying and reporting any threatening or aberrant behavior that |
|---|
| 25 | 25 | | may pose a threat to the community, school, or individual; and |
|---|
| 26 | 26 | | (4) the process for threat assessment, management, |
|---|
| 27 | 27 | | investigation, and response. |
|---|
| 28 | 28 | | (b) A threat assessment team identifying a student at risk |
|---|
| 29 | 29 | | of suicide shall act in accordance with the district's or school's |
|---|
| 30 | 30 | | suicide prevention program. |
|---|
| 31 | 31 | | (c) Each threat assessment team established under |
|---|
| 32 | 32 | | Subsection (a) shall annually report to the Texas School Safety |
|---|
| 33 | 33 | | Center the policies and procedures adopted by the team. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2019. |
