55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to public school policies and procedures for the
88 establishment of threat assessment teams.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter D, Chapter 37, Education Code, is
1111 amended by adding Section 37.1091 to read as follows:
1212 Sec. 37.1091. THREAT ASSESSMENT TEAM. (a) Each school
1313 district and open-enrollment charter school shall adopt policies
1414 and procedures in accordance with the guidelines developed by the
1515 Texas School Safety Center, and in coordination with the agency,
1616 for the establishment of threat assessment teams. The policies and
1717 procedures must establish at least one threat assessment team and:
1818 (1) the membership and composition of each threat
1919 assessment team;
2020 (2) the training requirements for a member of a threat
2121 assessment team, including training provided by the Texas School
2222 Safety Center in threat assessment protocols;
2323 (3) guidance for students, faculty, and staff in
2424 identifying and reporting any threatening or aberrant behavior that
2525 may pose a threat to the community, school, or individual; and
2626 (4) the process for threat assessment, management,
2727 investigation, and response.
2828 (b) A threat assessment team identifying a student at risk
2929 of suicide shall act in accordance with the district's or school's
3030 suicide prevention program.
3131 (c) Each threat assessment team established under
3232 Subsection (a) shall annually report to the Texas School Safety
3333 Center the policies and procedures adopted by the team.
3434 SECTION 2. This Act takes effect September 1, 2019.
