| 7 | 7 | | relating to a report on cost savings attributable to the Medicaid |

| 8 | 8 | | managed care program. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. Subchapter A, Chapter 533, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 533.037 to read as follows: |
|---|
| 12 | 12 | | Sec. 533.037. REPORT ON PROGRAM SAVINGS. Not later than |
|---|
| 13 | 13 | | December 1 of each even-numbered year, the commission shall submit |
|---|
| 14 | 14 | | to the legislature a written report that specifies, for each of the |
|---|
| 15 | 15 | | two preceding state fiscal years: |
|---|
| 16 | 16 | | (1) the amount of money appropriated to the commission |
|---|
| 17 | 17 | | for the Medicaid managed care program that was not spent; |
|---|
| 18 | 18 | | (2) the amount of profit sharing received under |
|---|
| 19 | 19 | | Section 533.014; |
|---|
| 20 | 20 | | (3) the estimated savings resulting from access to |
|---|
| 21 | 21 | | preventive care and improved quality of health care services for |
|---|
| 22 | 22 | | recipients; and |
|---|
| 23 | 23 | | (4) a comparison of the total cost of providing |
|---|
| 24 | 24 | | services to recipients for that state fiscal year with the total |
|---|
| 25 | 25 | | cost of providing those services in the preceding state fiscal |
|---|
| 26 | 26 | | year, adjusted to eliminate the effects of program enrollment |
|---|
| 27 | 27 | | growth. |
|---|
| 28 | 28 | | SECTION 2. Not later than December 1, 2020, the Health and |
|---|
| 29 | 29 | | Human Services Commission shall submit the first report required by |
|---|
| 30 | 30 | | Section 533.037, Government Code, as added by this Act. |
|---|
| 31 | 31 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 32 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 33 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 34 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 35 | 35 | | Act takes effect September 1, 2019. |
