55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to making an appropriation to the Health and Human
88 Services Commission for children's advocacy centers and
99 court-appointed special advocate programs.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. (a) In addition to other appropriations made by
1212 the 86th Legislature, Regular Session, 2019, the amount of
1313 $2,720,000 is appropriated from the general revenue fund to the
1414 Health and Human Services Commission for the state fiscal biennium
1515 ending August 31, 2021, for the purpose of entering into a contract
1616 with a statewide organization that shall provide training,
1717 technical assistance, evaluation services, and funds
1818 administration to support contractual requirements for local
1919 children's advocacy center programs. The statewide organization
2020 must be exempt from federal income taxation and be composed of
2121 individuals or groups of individuals who have expertise in the
2222 establishment and operation of children's advocacy center
2323 programs.
2424 (b) In addition to other appropriations made by the 86th
2525 Legislature, Regular Session, 2019, the amount of $2,640,000 is
2626 appropriated from the general revenue fund to the Health and Human
2727 Services Commission for the state fiscal biennium ending August 31,
2828 2021, for the purpose of entering into a contract with a statewide
2929 organization that shall provide training, technical assistance,
3030 and evaluation services for the benefit of local volunteer advocate
3131 programs, including court-appointed special advocate programs.
3232 The statewide organization must be exempt from federal income
3333 taxation and be composed of individuals or groups of individuals
3434 who have expertise in the dynamics of child abuse and neglect and
3535 experience in operating volunteer advocate programs.
3636 SECTION 2. This Act takes effect September 1, 2019.
