| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. (a) In addition to other appropriations made by |
|---|
| 12 | 12 | | the 86th Legislature, Regular Session, 2019, the amount of |
|---|
| 13 | 13 | | $2,720,000 is appropriated from the general revenue fund to the |
|---|
| 14 | 14 | | Health and Human Services Commission for the state fiscal biennium |
|---|
| 15 | 15 | | ending August 31, 2021, for the purpose of entering into a contract |
|---|
| 16 | 16 | | with a statewide organization that shall provide training, |
|---|
| 17 | 17 | | technical assistance, evaluation services, and funds |
|---|
| 18 | 18 | | administration to support contractual requirements for local |
|---|
| 19 | 19 | | children's advocacy center programs. The statewide organization |
|---|
| 20 | 20 | | must be exempt from federal income taxation and be composed of |
|---|
| 21 | 21 | | individuals or groups of individuals who have expertise in the |
|---|
| 22 | 22 | | establishment and operation of children's advocacy center |
|---|
| 23 | 23 | | programs. |

| 24 | 24 | | (b) In addition to other appropriations made by the 86th |
|---|
| 25 | 25 | | Legislature, Regular Session, 2019, the amount of $2,640,000 is |
|---|
| 26 | 26 | | appropriated from the general revenue fund to the Health and Human |
|---|
| 27 | 27 | | Services Commission for the state fiscal biennium ending August 31, |
|---|
| 28 | 28 | | 2021, for the purpose of entering into a contract with a statewide |
|---|
| 29 | 29 | | organization that shall provide training, technical assistance, |
|---|
| 30 | 30 | | and evaluation services for the benefit of local volunteer advocate |
|---|
| 31 | 31 | | programs, including court-appointed special advocate programs. |
|---|
| 32 | 32 | | The statewide organization must be exempt from federal income |
|---|
| 33 | 33 | | taxation and be composed of individuals or groups of individuals |
|---|
| 34 | 34 | | who have expertise in the dynamics of child abuse and neglect and |
|---|
| 35 | 35 | | experience in operating volunteer advocate programs. |

| 36 | 36 | | SECTION 2. This Act takes effect September 1, 2019. |
