55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of a grant program to enhance
88 community-based suicide prevention efforts.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 531, Government Code, is
1111 amended by adding Section 531.09991 to read as follows:
1212 Sec. 531.09991. GRANT PROGRAM FOR COMMUNITY-BASED SUICIDE
1313 PREVENTION EFFORTS. (a) To the extent money is available to the
1414 commission for that purpose, the commission shall establish a
1515 program to provide grants to quasi-governmental or nonprofit
1616 entities for the purpose of establishing and enhancing
1717 community-based suicide prevention efforts.
1818 (b) Grant money awarded under this section may be used only
1919 to:
2020 (1) support the implementation, administration, and
2121 coordination of the 2018 Texas State Plan for Suicide Prevention
2222 adopted by the Texas Suicide Prevention Council;
2323 (2) support the operations of the quasi-governmental
2424 and nonprofit entities receiving grant money to expand local
2525 community-based suicide prevention efforts;
2626 (3) support suicide prevention efforts in certain
2727 communities of practice, including veterans, primary and secondary
2828 education students, higher education students, persons who reside
2929 in rural areas, and persons working in health care;
3030 (4) facilitate statewide partnerships and
3131 collaborations;
3232 (5) expand the capacities of community-based suicide
3333 prevention programs to collect and analyze information to inform
3434 suicide prevention strategies;
3535 (6) foster and promote emerging and promising best
3636 practices in suicide prevention;
3737 (7) offer outreach and communications structures
3838 supporting the 2018 Texas State Plan for Suicide Prevention; or
3939 (8) subcontract with another quasi-governmental or
4040 nonprofit entity acceptable to the commission to accomplish the
4141 purposes described by Subdivisions (1)-(7).
4242 SECTION 2. As soon as practicable after the effective date
4343 of this Act, the executive commissioner of the Health and Human
4444 Services Commission shall adopt rules necessary to implement
4545 Section 531.09991, Government Code, as added by this Act.
4646 SECTION 3. This Act takes effect September 1, 2019.
