| 7 | 7 | | relating to the establishment of a grant program to enhance |

| 8 | 8 | | community-based suicide prevention efforts. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 531, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 531.09991 to read as follows: |
|---|
| 12 | 12 | | Sec. 531.09991. GRANT PROGRAM FOR COMMUNITY-BASED SUICIDE |
|---|
| 13 | 13 | | PREVENTION EFFORTS. (a) To the extent money is available to the |
|---|
| 14 | 14 | | commission for that purpose, the commission shall establish a |
|---|
| 15 | 15 | | program to provide grants to quasi-governmental or nonprofit |
|---|
| 16 | 16 | | entities for the purpose of establishing and enhancing |
|---|
| 17 | 17 | | community-based suicide prevention efforts. |
|---|
| 18 | 18 | | (b) Grant money awarded under this section may be used only |
|---|
| 19 | 19 | | to: |
|---|
| 20 | 20 | | (1) support the implementation, administration, and |
|---|
| 21 | 21 | | coordination of the 2018 Texas State Plan for Suicide Prevention |
|---|
| 22 | 22 | | adopted by the Texas Suicide Prevention Council; |
|---|
| 23 | 23 | | (2) support the operations of the quasi-governmental |
|---|
| 24 | 24 | | and nonprofit entities receiving grant money to expand local |
|---|
| 25 | 25 | | community-based suicide prevention efforts; |
|---|
| 26 | 26 | | (3) support suicide prevention efforts in certain |
|---|
| 27 | 27 | | communities of practice, including veterans, primary and secondary |
|---|
| 28 | 28 | | education students, higher education students, persons who reside |
|---|
| 29 | 29 | | in rural areas, and persons working in health care; |
|---|
| 30 | 30 | | (4) facilitate statewide partnerships and |
|---|
| 31 | 31 | | collaborations; |
|---|
| 32 | 32 | | (5) expand the capacities of community-based suicide |
|---|
| 33 | 33 | | prevention programs to collect and analyze information to inform |
|---|
| 34 | 34 | | suicide prevention strategies; |
|---|
| 35 | 35 | | (6) foster and promote emerging and promising best |
|---|
| 36 | 36 | | practices in suicide prevention; |
|---|
| 37 | 37 | | (7) offer outreach and communications structures |
|---|
| 38 | 38 | | supporting the 2018 Texas State Plan for Suicide Prevention; or |
|---|
| 39 | 39 | | (8) subcontract with another quasi-governmental or |
|---|
| 40 | 40 | | nonprofit entity acceptable to the commission to accomplish the |
|---|
| 41 | 41 | | purposes described by Subdivisions (1)-(7). |
|---|
| 42 | 42 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 43 | 43 | | of this Act, the executive commissioner of the Health and Human |
|---|
| 44 | 44 | | Services Commission shall adopt rules necessary to implement |
|---|
| 45 | 45 | | Section 531.09991, Government Code, as added by this Act. |
|---|
| 46 | 46 | | SECTION 3. This Act takes effect September 1, 2019. |
