|---|
| 7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 14 | | SECTION 1. Section 11.0581(e), Education Code, is amended |
|---|
| 9 | 15 | | to read as follows: |
|---|
| 10 | 16 | | (e) The joint election agreement allocating expenses as |
|---|
| 11 | 17 | | provided by Section 271.004, Election Code, must provide that a |
|---|
| 12 | 18 | | school district is responsible only for the proportion of election |
|---|
| 13 | 19 | | expenses that corresponds to the proportion that the number of |
|---|
| 14 | 20 | | registered voters in the school district bears to the total number |
|---|
| 15 | 21 | | of registered voters in all political subdivisions participating in |
|---|
| 16 | 22 | | the joint election. This subsection applies only to a school |
|---|
| 17 | 23 | | district: |
|---|
| 18 | 24 | | (1) that has territory located in at least four |
|---|
| 19 | 25 | | counties, each of which has a population of less than 55,000 |
|---|
| 20 | 26 | | [46,100]; and |
|---|
| 21 | 27 | | (2) no part of which is located in a municipality. |
|---|
| 22 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 23 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 24 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 25 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 26 | 32 | | Act takes effect September 1, 2019. |
