55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the referral of certain pregnant women to a
88 nurse-family partnership program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 265.101, Family Code, is amended by
1111 amending Subdivision (1) and adding Subdivisions (1-a) and (1-b) to
1212 read as follows:
1313 (1) "Commission" means the Health and Human Services
1414 Commission.
1515 (1-a) "Competitive grant program" means the
1616 nurse-family partnership competitive grant program established
1717 under this subchapter.
1818 (1-b) "Health and human services agencies" has the
1919 meaning assigned by Section 531.001, Government Code.
2020 SECTION 2. Subchapter C, Chapter 265, Family Code, is
2121 amended by adding Section 265.1025 to read as follows:
2222 Sec. 265.1025. COORDINATION BETWEEN AGENCIES AND LOCAL
2323 ORGANIZATIONS. The department shall coordinate with the commission
2424 to promote the referral to a partnership program of pregnant women
2525 receiving services through a public benefits program administered
2626 by the commission or a health and human services agency. The
2727 coordination may include encouraging and supporting agreements
2828 between local organizations providing services to pregnant women.
2929 SECTION 3. Section 265.154(b), Family Code, is amended to
3030 read as follows:
3131 (b) A report submitted under this section must include:
3232 (1) a description of the parenting education programs
3333 implemented and of the models associated with the programs;
3434 (2) information on the families served by the
3535 programs, including the number of families served and their
3636 demographic information;
3737 (3) the goals and achieved outcomes of the programs;
3838 (4) information on the cost for each family served,
3939 including any available third-party return-on-investment analysis;
4040 [and]
4141 (5) information explaining the percentage of money
4242 spent on evidence-based programs and on promising practice
4343 programs; and
4444 (6) the sources from which pregnant women were
4545 referred in the preceding two-year period to a nurse-family
4646 partnership program under Subchapter C.
4747 SECTION 4. If before implementing any provision of this Act
4848 a state agency determines that a waiver or authorization from a
4949 federal agency is necessary for implementation of that provision,
5050 the agency affected by the provision shall request the waiver or
5151 authorization and may delay implementing that provision until the
5252 waiver or authorization is granted.
5353 SECTION 5. This Act takes effect September 1, 2019.
