| 9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 12 | | SECTION 1. Section 85.072, Election Code, is amended by |
|---|
| 11 | 13 | | adding Subsection (f) to read as follows: |
|---|
| 12 | 14 | | (f) The early voting clerk shall provide a current copy of |
|---|
| 13 | 15 | | the register for posting on the Internet website of the authority |
|---|
| 14 | 16 | | ordering the election, if the authority maintains a website, each |
|---|
| 15 | 17 | | day early voting is conducted. At a minimum, the voter registration |
|---|
| 16 | 18 | | number for each voter listed in the register must be posted. |

| 17 | 19 | | SECTION 2. Section 87.121, Election Code, is amended by |
|---|
| 18 | 20 | | amending Subsections (g) and (h) and adding Subsections (i) and (j) |
|---|
| 19 | 21 | | to read as follows: |
|---|
| 20 | 22 | | (g) Information on the roster for a person who votes an |
|---|
| 21 | 23 | | early voting ballot by personal appearance shall be made available |
|---|
| 22 | 24 | | for public inspection not later than the beginning of regular |
|---|
| 23 | 25 | | business hours on the day after the date the information is entered |
|---|
| 24 | 26 | | on the roster under Subsection (c). On the request of a person, the |
|---|
| 25 | 27 | | early voting clerk shall provide a copy of the roster in a paper or |
|---|
| 26 | 28 | | an electronic format. |
|---|
| 27 | 29 | | (h) Information on the roster for a person who votes an |
|---|
| 28 | 30 | | early voting ballot by mail shall be made available for public |
|---|
| 29 | 31 | | inspection not later than the day following the day the early voting |
|---|
| 30 | 32 | | clerk receives a ballot voted by mail. On the request of a person, |
|---|
| 31 | 33 | | the early voting clerk shall provide a copy of the roster in a paper |
|---|
| 32 | 34 | | or an electronic format. |
|---|
| 33 | 35 | | (i) A person commits an offense if the person: |
|---|
| 34 | 36 | | (1) is responsible for maintaining the roster under |
|---|
| 35 | 37 | | this section; and |
|---|
| 36 | 38 | | (2) fails to provide information on or a copy of the |
|---|
| 37 | 39 | | roster under Subsection (g) or (h). |
|---|
| 38 | 40 | | (j) An offense under Subsection (i) is a Class C |
|---|
| 39 | 41 | | misdemeanor. |

| 40 | 42 | | SECTION 3. This Act takes effect September 1, 2019. |
