| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 141.032, Election Code, is amended by |
|---|
| 11 | 11 | | amending Subsection (g) and adding Subsection (h) to read as |
|---|
| 12 | 12 | | follows: |
|---|
| 13 | 13 | | (g) Except as provided by Subsection (h), an application |
|---|
| 14 | 14 | | filed under Section 141.031 may not be supplemented, modified, or |
|---|
| 15 | 15 | | amended on or after the date it is received by the authority with |
|---|
| 16 | 16 | | whom it is required to be filed [After the filing deadline: |
|---|
| 17 | 17 | | [(1) a candidate may not amend an application filed |
|---|
| 18 | 18 | | under Section 141.031; and |
|---|
| 19 | 19 | | [(2) the authority with whom the application is filed |
|---|
| 20 | 20 | | may not accept an amendment to an application filed under Section |
|---|
| 21 | 21 | | 141.031]. |
|---|
| 22 | 22 | | (h) A candidate may withdraw the candidate's application |
|---|
| 23 | 23 | | filed under Section 141.031 and any submitted petition and refile |
|---|
| 24 | 24 | | an amended application before the filing deadline. |
|---|
| 25 | 25 | | SECTION 2. Section 141.062, Election Code, is amended by |
|---|
| 26 | 26 | | amending Subsection (c) and adding Subsection (d) to read as |
|---|
| 27 | 27 | | follows: |
|---|
| 28 | 28 | | (c) Except as provided by Subsection (d), a petition may not |
|---|
| 29 | 29 | | be supplemented, modified, or amended on or after the date it is |
|---|
| 30 | 30 | | received by the authority with whom it is required to be filed |
|---|
| 31 | 31 | | [After the filing deadline: |
|---|
| 32 | 32 | | [(1) a candidate may not amend a petition in lieu of a |
|---|
| 33 | 33 | | filing fee submitted with the candidate's application; and |
|---|
| 34 | 34 | | [(2) the authority with whom the application is filed |
|---|
| 35 | 35 | | may not accept an amendment to a petition in lieu of a filing fee |
|---|
| 36 | 36 | | submitted with the candidate's application]. |
|---|
| 37 | 37 | | (d) A candidate may withdraw the candidate's petition and |
|---|
| 38 | 38 | | application filed under Section 141.031 and refile an amended |
|---|
| 39 | 39 | | petition before the filing deadline. |
|---|
| 40 | 40 | | SECTION 3. The change in law made by this Act applies to an |
|---|
| 41 | 41 | | application for a place on the ballot filed on or after the |
|---|
| 42 | 42 | | effective date of this Act. An application for a place on the |
|---|
| 43 | 43 | | ballot filed before the effective date of this Act is covered by the |
|---|
| 44 | 44 | | law in effect on the date the application was filed, and the former |
|---|
| 45 | 45 | | law is continued in effect for that purpose. |
|---|
| 46 | 46 | | SECTION 4. This Act takes effect September 1, 2019. |
