| 8 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 16 | | SECTION 1. Subchapter C, Chapter 39, Education Code, is |
|---|
| 10 | 17 | | amended by adding Section 39.059 to read as follows: |
|---|
| 11 | 18 | | Sec. 39.059. DATA TRANSPARENCY. (a) In this section: |
|---|
| 12 | 19 | | (1) "Coordinating board" means the Texas Higher |
|---|
| 13 | 20 | | Education Coordinating Board. |
|---|
| 14 | 21 | | (2) "Institution of higher education" has the meaning |
|---|
| 15 | 22 | | assigned by Section 61.003. |
|---|
| 16 | 23 | | (b) Before the initial release of academic accountability |
|---|
| 17 | 24 | | ratings for a school year, the coordinating board shall provide to |
|---|
| 18 | 25 | | each school district a copy of all source data as submitted to the |
|---|
| 19 | 26 | | coordinating board by an institution of higher education that the |
|---|
| 20 | 27 | | coordinating board provides to the agency to consider in: |
|---|
| 21 | 28 | | (1) determining the district's accreditation status |
|---|
| 22 | 29 | | under Section 39.052; or |
|---|
| 23 | 30 | | (2) assigning performance ratings for the district or |
|---|
| 24 | 31 | | the district's campuses under Section 39.054. |
|---|
| 25 | 32 | | SECTION 2. This Act applies beginning with the 2019-2020 |
|---|
| 26 | 33 | | school year. |
|---|
| 27 | 34 | | SECTION 3. This Act takes effect September 1, 2019. |
