| 7 | 7 | | relating to requirements for student identification cards issued by |
|---|
| 8 | 8 | | public institutions of higher education. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter E, Chapter 51, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 51.2095 to read as follows: |
|---|
| 12 | 12 | | Sec. 51.2095. STUDENT IDENTIFICATION CARD REQUIREMENTS. |
|---|
| 13 | 13 | | (a) In this section "institution of higher education" has the |
|---|
| 14 | 14 | | meaning assigned by Section 61.003. |
|---|
| 15 | 15 | | (b) The Texas Higher Education Coordinating Board shall |
|---|
| 16 | 16 | | develop standards governing the form and appearance of a student |
|---|
| 17 | 17 | | identification card issued by an institution of higher education to |
|---|
| 18 | 18 | | prevent counterfeiting and ensure that all institutions of higher |
|---|
| 19 | 19 | | education issue identification cards in the same form except for |
|---|
| 20 | 20 | | features that distinguish each institution. Each institution of |
|---|
| 21 | 21 | | higher education must conform to the standards in issuing student |
|---|
| 22 | 22 | | identification cards. |
|---|
| 23 | 23 | | (c) The standards must require a student identification |
|---|
| 24 | 24 | | card to include: |
|---|
| 25 | 25 | | (1) a distinguishing number assigned by the |
|---|
| 26 | 26 | | institution of higher education; |
|---|
| 27 | 27 | | (2) a photograph of the entire face of the student; |
|---|
| 28 | 28 | | (3) the full name and date of birth of the student; |
|---|
| 29 | 29 | | (4) a brief description of the student; |
|---|
| 30 | 30 | | (5) the student's residence address or, for a student |
|---|
| 31 | 31 | | using the procedure under Subsection (e), the street address of the |
|---|
| 32 | 32 | | courthouse in which the student or student's spouse serves as a |
|---|
| 33 | 33 | | federal judge or state judge; and |
|---|
| 34 | 34 | | (6) an expiration date. |
|---|
| 35 | 35 | | (d) A student identification card must include a facsimile |
|---|
| 36 | 36 | | of the student's signature or a space on which the student shall |
|---|
| 37 | 37 | | write the student's usual signature in ink immediately on receipt |
|---|
| 38 | 38 | | of the identification card. |
|---|
| 39 | 39 | | (e) The governing board of an institution of higher |
|---|
| 40 | 40 | | education shall establish a procedure, on a student's or a student's |
|---|
| 41 | 41 | | spouse's qualification for office as a federal judge or a state |
|---|
| 42 | 42 | | judge as defined by Section 572.002, Government Code, to omit the |
|---|
| 43 | 43 | | residence address of the judge and the spouse of the judge on the |
|---|
| 44 | 44 | | student's student identification card and to include, in lieu of |
|---|
| 45 | 45 | | that address, the street address of the courthouse in which the |
|---|
| 46 | 46 | | student or student's spouse serves as a federal judge or state |
|---|
| 47 | 47 | | judge. |
|---|
| 48 | 48 | | SECTION 2. The change in law made by this Act applies |
|---|
| 49 | 49 | | beginning with student identification cards issued by public |
|---|
| 50 | 50 | | institutions of higher education for the 2020-2021 academic year. |
|---|
| 51 | 51 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 52 | 52 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 53 | 53 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 54 | 54 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 55 | 55 | | Act takes effect September 1, 2019. |
