55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to requirements for student identification cards issued by
88 public institutions of higher education.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter E, Chapter 51, Education Code, is
1111 amended by adding Section 51.2095 to read as follows:
1212 Sec. 51.2095. STUDENT IDENTIFICATION CARD REQUIREMENTS.
1313 (a) In this section "institution of higher education" has the
1414 meaning assigned by Section 61.003.
1515 (b) The Texas Higher Education Coordinating Board shall
1616 develop standards governing the form and appearance of a student
1717 identification card issued by an institution of higher education to
1818 prevent counterfeiting and ensure that all institutions of higher
1919 education issue identification cards in the same form except for
2020 features that distinguish each institution. Each institution of
2121 higher education must conform to the standards in issuing student
2222 identification cards.
2323 (c) The standards must require a student identification
2424 card to include:
2525 (1) a distinguishing number assigned by the
2626 institution of higher education;
2727 (2) a photograph of the entire face of the student;
2828 (3) the full name and date of birth of the student;
2929 (4) a brief description of the student;
3030 (5) the student's residence address or, for a student
3131 using the procedure under Subsection (e), the street address of the
3232 courthouse in which the student or student's spouse serves as a
3333 federal judge or state judge; and
3434 (6) an expiration date.
3535 (d) A student identification card must include a facsimile
3636 of the student's signature or a space on which the student shall
3737 write the student's usual signature in ink immediately on receipt
3838 of the identification card.
3939 (e) The governing board of an institution of higher
4040 education shall establish a procedure, on a student's or a student's
4141 spouse's qualification for office as a federal judge or a state
4242 judge as defined by Section 572.002, Government Code, to omit the
4343 residence address of the judge and the spouse of the judge on the
4444 student's student identification card and to include, in lieu of
4545 that address, the street address of the courthouse in which the
4646 student or student's spouse serves as a federal judge or state
4747 judge.
4848 SECTION 2. The change in law made by this Act applies
4949 beginning with student identification cards issued by public
5050 institutions of higher education for the 2020-2021 academic year.
5151 SECTION 3. This Act takes effect immediately if it receives
5252 a vote of two-thirds of all the members elected to each house, as
5353 provided by Section 39, Article III, Texas Constitution. If this
5454 Act does not receive the vote necessary for immediate effect, this
5555 Act takes effect September 1, 2019.
