| 15 | 17 | | MANAGEMENT IN CERTAIN AREAS. (a) This section applies to a county: |

| 16 | 18 | | (1) bordering the Rio Grande; |
|---|
| 17 | 19 | | (2) overlying the Edwards-Trinity Aquifer; and |
|---|
| 18 | 20 | | (3) with a population greater than 40,000. |
|---|
| 19 | 21 | | (b) The Texas Water Development Board in coordination with |
|---|
| 20 | 22 | | the Texas Commission on Environmental Quality and the Parks and |
|---|
| 21 | 23 | | Wildlife Department shall adopt standards for water management by a |
|---|
| 22 | 24 | | conservation and reclamation district in a county to which this |
|---|
| 23 | 25 | | section applies. |
|---|
| 24 | 26 | | (c) Standards adopted under this section must address: |
|---|
| 25 | 27 | | (1) groundwater management; and |
|---|
| 26 | 28 | | (2) river and spring flow, including flow requirements |
|---|
| 27 | 29 | | for: |
|---|
| 28 | 30 | | (A) the Devils River; |
|---|
| 29 | 31 | | (B) the Pecos River; and |
|---|
| 30 | 32 | | (C) San Felipe Springs. |
|---|
| 31 | 33 | | SECTION 2. The Texas Water Development Board, Texas |
|---|
| 32 | 34 | | Commission on Environmental Quality, and Parks and Wildlife |
|---|
| 33 | 35 | | Department shall use existing funds to adopt standards as required |
|---|
| 34 | 36 | | by Section 39.0101, Water Code, as added by this Act. |
|---|
| 35 | 37 | | SECTION 3. This Act takes effect September 1, 2019. |
