| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 381.004(b), Local Government Code, is |
|---|
| 10 | 10 | | amended to read as follows: |
|---|
| 11 | 11 | | (b) To stimulate business and commercial activity in a |
|---|
| 12 | 12 | | county, including in the incorporated areas of the county, the |
|---|
| 13 | 13 | | commissioners court of the county may develop and administer a |
|---|
| 14 | 14 | | program: |
|---|
| 15 | 15 | | (1) for state or local economic development; |
|---|
| 16 | 16 | | (2) for small or disadvantaged business development; |
|---|
| 17 | 17 | | (3) to stimulate, encourage, and develop business |
|---|
| 18 | 18 | | location and commercial activity in the county; |
|---|
| 19 | 19 | | (4) to promote or advertise the county and its |
|---|
| 20 | 20 | | vicinity or conduct a solicitation program to attract conventions, |
|---|
| 21 | 21 | | visitors, and businesses; |
|---|
| 22 | 22 | | (5) to improve the extent to which women and minority |
|---|
| 23 | 23 | | businesses are awarded county contracts; |
|---|
| 24 | 24 | | (6) to support comprehensive literacy programs for the |
|---|
| 25 | 25 | | benefit of county residents; or |
|---|
| 26 | 26 | | (7) for the encouragement, promotion, improvement, |
|---|
| 27 | 27 | | and application of the arts. |
|---|
| 28 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 29 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 32 | | Act takes effect September 1, 2019. |
