| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 548.052, Transportation Code, is amended |
|---|
| 11 | 11 | | to read as follows: |
|---|
| 12 | 12 | | Sec. 548.052. APPLICABILITY [VEHICLES NOT SUBJECT TO |
|---|
| 13 | 13 | | INSPECTION]. (a) This chapter does not apply to: |
|---|
| 14 | 14 | | (1) a trailer, semitrailer, pole trailer, or mobile |
|---|
| 15 | 15 | | home moving under or bearing a current factory-delivery license |
|---|
| 16 | 16 | | plate or current in-transit license plate; |
|---|
| 17 | 17 | | (2) a vehicle moving under or bearing a paper dealer |
|---|
| 18 | 18 | | in-transit tag, machinery license, disaster license, parade |
|---|
| 19 | 19 | | license, prorate tab, one-trip permit, vehicle temporary transit |
|---|
| 20 | 20 | | permit, antique license, custom vehicle license, street rod |
|---|
| 21 | 21 | | license, temporary 24-hour permit, or permit license; |
|---|
| 22 | 22 | | (3) a trailer, semitrailer, pole trailer, or mobile |
|---|
| 23 | 23 | | home having an actual gross weight or registered gross weight of |
|---|
| 24 | 24 | | 7,500 pounds or less; |
|---|
| 25 | 25 | | (4) farm machinery, road-building equipment, a farm |
|---|
| 26 | 26 | | trailer, or a vehicle required to display a slow-moving-vehicle |
|---|
| 27 | 27 | | emblem under Section 547.703; |
|---|
| 28 | 28 | | (5) a former military vehicle, as defined by Section |
|---|
| 29 | 29 | | 504.502; |
|---|
| 30 | 30 | | (6) a vehicle qualified for a tax exemption under |
|---|
| 31 | 31 | | Section 152.092, Tax Code; or |
|---|
| 32 | 32 | | (7) a vehicle for which a certificate of title has been |
|---|
| 33 | 33 | | issued but that is not required to be registered. |
|---|
| 34 | 34 | | (b) The vehicle safety inspection requirements of this |
|---|
| 35 | 35 | | chapter do not apply to an authorized emergency vehicle. |
|---|
| 36 | 36 | | SECTION 2. Section 548.510(a), Transportation Code, is |
|---|
| 37 | 37 | | amended to read as follows: |
|---|
| 38 | 38 | | (a) A vehicle described by Section 548.052(a)(3) |
|---|
| 39 | 39 | | [548.052(3)] that has an actual gross weight or registered gross |
|---|
| 40 | 40 | | weight of more than 4,500 pounds is subject to a fee in the amount of |
|---|
| 41 | 41 | | $7.50. |
|---|
| 42 | 42 | | SECTION 3. This Act takes effect September 1, 2019. |
