10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Section 21.451, Education Code, is amended by | |
12 | 12 | adding Subsection (i) to read as follows: | |
13 | 13 | (i) The staff development for a classroom teacher who | |
14 | 14 | provides reading instruction to students at the kindergarten or | |
15 | 15 | first, second, or third grade level must include training in: | |
16 | 16 | (1) effective and systematic instructional practices | |
17 | 17 | in reading, including phonemic awareness, phonics, fluency, | |
18 | 18 | vocabulary, and comprehension; and | |
19 | 19 | (2) the use of empirically validated instructional | |
20 | 20 | methods that are appropriate for assisting struggling readers. | |
21 | 21 | SECTION 2. This Act applies beginning with the 2019-2020 | |
22 | 22 | school year. | |
23 | 23 | SECTION 3. This Act takes effect immediately if it receives | |
24 | 24 | a vote of two-thirds of all the members elected to each house, as | |
25 | 25 | provided by Section 39, Article III, Texas Constitution. If this | |
26 | 26 | Act does not receive the vote necessary for immediate effect, this | |
27 | 27 | Act takes effect September 1, 2019. |
