5 | 11 | | relating to the right of a parent appointed as a conservator of a |

6 | 12 | | child to attend school activities. |

7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

8 | 14 | | SECTION 1. Section 153.073(a), Family Code, is amended to |
---|
9 | 15 | | read as follows: |
---|
10 | 16 | | (a) Unless limited by court order, a parent appointed as a |
---|
11 | 17 | | conservator of a child has at all times the right: |
---|
12 | 18 | | (1) to receive information from any other conservator |
---|
13 | 19 | | of the child concerning the health, education, and welfare of the |
---|
14 | 20 | | child; |
---|
15 | 21 | | (2) to confer with the other parent to the extent |
---|
16 | 22 | | possible before making a decision concerning the health, education, |
---|
17 | 23 | | and welfare of the child; |
---|
18 | 24 | | (3) of access to medical, dental, psychological, and |
---|
19 | 25 | | educational records of the child; |
---|
20 | 26 | | (4) to consult with a physician, dentist, or |
---|
21 | 27 | | psychologist of the child; |
---|
22 | 28 | | (5) to consult with school officials concerning the |
---|
23 | 29 | | child's welfare and educational status, including school |
---|
24 | 30 | | activities; |
---|
25 | 31 | | (6) to attend school activities, including school |
---|
26 | 32 | | lunches, performances, and field trips; |
---|
27 | 33 | | (7) to be designated on the child's records as a person |
---|
28 | 34 | | to be notified in case of an emergency; |
---|
29 | 35 | | (8) to consent to medical, dental, and surgical |
---|
30 | 36 | | treatment during an emergency involving an immediate danger to the |
---|
31 | 37 | | health and safety of the child; and |
---|
32 | 38 | | (9) to manage the estate of the child to the extent the |
---|
33 | 39 | | estate has been created by the parent or the parent's family. |
---|
34 | 40 | | SECTION 2. This Act takes effect immediately if it receives |
---|
35 | 41 | | a vote of two-thirds of all the members elected to each house, as |
---|
36 | 42 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
37 | 43 | | Act does not receive the vote necessary for immediate effect, this |
---|
38 | 44 | | Act takes effect September 1, 2019. |
