86 AN ACT
97 relating to a public awareness campaign on firearm safety and
108 suicide prevention.
119 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1210 SECTION 1. Subchapter H, Chapter 411, Government Code, is
1311 amended by adding Section 411.210 to read as follows:
1412 Sec. 411.210. FIREARM SAFETY AND SUICIDE PREVENTION PUBLIC
15- AWARENESS CAMPAIGN. (a) The department, in conjunction with the
16- Department of State Health Services, the Parks and Wildlife
17- Department, and other appropriate agencies, shall develop and
13+ AWARENESS CAMPAIGN. (a) The department shall develop and
1814 implement a public awareness campaign designed to encourage firearm
1915 safety and to improve public awareness on the topics of:
2016 (1) prevention of firearm accidents involving
2117 children;
2218 (2) suicide prevention; and
2319 (3) the safe handling and storage of firearms.
2420 (b) In implementing the campaign, the department may engage
2521 in online advocacy, issue public service announcements, and
2622 distribute materials that cover the topics described by Subsection
27- (a). The department may publish its own materials on those topics
28- or may distribute materials published by firearm safety education
29- programs that seek to encourage firearm owners to embrace the
30- importance of firearm storage.
31- (c) The department may pay the costs of the campaign and its
23+ (a). The department may publish its own materials or may distribute
24+ materials published by firearm safety advocacy organizations.
25+ (c) The department may establish a process under which an
26+ applicant for an original or renewed license under this subchapter
27+ may make a voluntary donation to support the campaign.
28+ (d) The department may pay the costs of the campaign and its
3229 administration from:
33- (1) gifts, grants, or donations;
30+ (1) gifts, grants, or donations, including donations
31+ collected under Subsection (c), if applicable;
3432 (2) matching funds; and
3533 (3) other funds made available for that purpose,
3634 including available department revenue.
3735 SECTION 2. This Act takes effect September 1, 2019.
