4	10		AN ACT
5	11		relating to parking for persons with disabilities.
6	12		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
7	13		SECTION 1. Section 469.052, Government Code, is amended by
8	14		adding Subsection (b-1) to read as follows:
9	15		(b-1) Subject to Subsection (b), the standards and
10	16		specifications adopted by the commission under this chapter must
11	17		provide that:
12	18		(1) if an accessible parking space provided in
13	19		accordance with a requirement of the standards and specifications
14	20		is paved:
15	21		(A) the international symbol of access must be
16	22		painted on the parking space; and
17	23		(B) the words "NO PARKING" must be painted on any
18	24		access aisle adjacent to the parking space; and
19	25		(2) a sign identifying an accessible parking space
20	26		provided in accordance with a requirement of the standards and
21	27		specifications must include a statement regarding the potential
22	28		consequences of illegally parking a vehicle in the space, including
23	29		the towing of the vehicle or the assessment of a fine or other
24	30		penalty against the vehicle owner or operator.
25	31		SECTION 2. Subchapter C, Chapter 504, Transportation Code,
26	32		is amended by adding Section 504.205 to read as follows:
27	33		Sec. 504.205. INFORMATION PROVIDED WITH PLATES. The
28	34		department shall include with each set of specialty license plates
29	35		issued under this subchapter a document that provides:
30	36		(1) information on laws governing parking for persons
31	37		with disabilities; and
32	38		(2) instructions for reporting alleged violations of
33	39		Chapter 681.
34	40		SECTION 3. Section 681.004, Transportation Code, is amended
35	41		by adding Subsection (e) to read as follows:
36	42		(e) The department shall include with each disabled parking
37	43		placard a document that provides:
38	44		(1) information on laws governing parking for persons
39	45		with disabilities; and
40	46		(2) instructions for reporting alleged violations of
41	47		this chapter.
42	48		SECTION 4. Section 681.009(b), Transportation Code, is
43	49		amended to read as follows:
44	50		(b) A political subdivision must designate a parking space
45	51		or area by conforming to the standards and specifications adopted
46	52		by the Texas Commission of Licensing and Regulation under Section
47	53		469.052, Government Code [5(i), Article 9102, Revised Statutes],
48	54		relating to the identification and dimensions of parking spaces for
49	55		persons with disabilities. A person who owns or controls private
50	56		property used for parking may designate a parking space or area
51	57		without conforming to those standards and specifications, unless
52	58		required to conform by law.
53	59		SECTION 5. This Act takes effect September 1, 2019.
