66 AN ACT
77 relating to the establishment of a centralized homelessness crisis
88 response data system.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter KK, Chapter 2306, Government Code, is
1111 amended by adding Section 2306.911 to read as follows:
1212 Sec. 2306.911. CENTRALIZED HOMELESSNESS CRISIS RESPONSE
1313 DATA SYSTEM. (a) The council shall collaborate with a state agency
1414 designated by the council to establish a centralized homelessness
1515 crisis response data system through which state agencies, local
1616 governmental entities, including law enforcement agencies, court
1717 systems, school districts, and emergency service providers, and
1818 other relevant persons are able to share and access information
1919 related to individuals who experience chronic homelessness in order
2020 to connect or refer those individuals to services, including
2121 affordable housing opportunities.
2222 (b) In developing the centralized homelessness crisis
2323 response data system, the council and the state agency designated
2424 by the council shall:
2525 (1) consult with representatives of the entities
2626 described by Subsection (a) to determine the challenges faced by
2727 those entities in addressing chronic homelessness and how best to
2828 improve the responses to those challenges; and
2929 (2) enter into data sharing agreements as necessary
3030 for the exchange of information relating to individuals
3131 experiencing chronic homelessness through the centralized
3232 homelessness crisis response data system.
3333 (c) The centralized homelessness crisis response data
3434 system established under this section must:
3535 (1) to the extent permitted by a data sharing
3636 agreement, collect data from other homelessness crisis response
3737 systems maintained or operated by a state agency, local law
3838 enforcement agency, or other entity of this state; and
3939 (2) collect, aggregate, analyze, and share
4040 homelessness information submitted to the centralized homelessness
4141 crisis response data system with entities that have access to the
4242 system.
4343 SECTION 2. Not later than September 1, 2021, the Texas
4444 Interagency Council for the Homeless described by Subchapter KK,
4545 Chapter 2306, Government Code, or an entity designated by the
4646 council shall prepare and submit to the legislature and the Texas
4747 Department of Housing and Community Affairs a written report that
4848 evaluates the effectiveness of the centralized homelessness crisis
4949 response data system established under Section 2306.911,
5050 Government Code, as added by this Act, in addressing chronic
5151 homelessness in this state.
5252 SECTION 3. This Act takes effect September 1, 2019.
