| 7 | 7 | | relating to the establishment of a centralized homelessness crisis |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter KK, Chapter 2306, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 2306.911 to read as follows: |
|---|
| 12 | 12 | | Sec. 2306.911. CENTRALIZED HOMELESSNESS CRISIS RESPONSE |
|---|
| 13 | 13 | | DATA SYSTEM. (a) The council shall collaborate with a state agency |
|---|
| 14 | 14 | | designated by the council to establish a centralized homelessness |
|---|
| 15 | 15 | | crisis response data system through which state agencies, local |
|---|
| 16 | 16 | | governmental entities, including law enforcement agencies, court |
|---|
| 17 | 17 | | systems, school districts, and emergency service providers, and |
|---|
| 18 | 18 | | other relevant persons are able to share and access information |
|---|
| 19 | 19 | | related to individuals who experience chronic homelessness in order |
|---|
| 20 | 20 | | to connect or refer those individuals to services, including |
|---|
| 21 | 21 | | affordable housing opportunities. |
|---|
| 22 | 22 | | (b) In developing the centralized homelessness crisis |
|---|
| 23 | 23 | | response data system, the council and the state agency designated |
|---|
| 24 | 24 | | by the council shall: |
|---|
| 25 | 25 | | (1) consult with representatives of the entities |
|---|
| 26 | 26 | | described by Subsection (a) to determine the challenges faced by |
|---|
| 27 | 27 | | those entities in addressing chronic homelessness and how best to |
|---|
| 28 | 28 | | improve the responses to those challenges; and |
|---|
| 29 | 29 | | (2) enter into data sharing agreements as necessary |
|---|
| 30 | 30 | | for the exchange of information relating to individuals |
|---|
| 31 | 31 | | experiencing chronic homelessness through the centralized |
|---|
| 32 | 32 | | homelessness crisis response data system. |
|---|
| 33 | 33 | | (c) The centralized homelessness crisis response data |
|---|
| 34 | 34 | | system established under this section must: |
|---|
| 35 | 35 | | (1) to the extent permitted by a data sharing |
|---|
| 36 | 36 | | agreement, collect data from other homelessness crisis response |
|---|
| 37 | 37 | | systems maintained or operated by a state agency, local law |
|---|
| 38 | 38 | | enforcement agency, or other entity of this state; and |
|---|
| 39 | 39 | | (2) collect, aggregate, analyze, and share |
|---|
| 40 | 40 | | homelessness information submitted to the centralized homelessness |
|---|
| 41 | 41 | | crisis response data system with entities that have access to the |
|---|
| 42 | 42 | | system. |
|---|
| 43 | 43 | | SECTION 2. Not later than September 1, 2021, the Texas |
|---|
| 44 | 44 | | Interagency Council for the Homeless described by Subchapter KK, |
|---|
| 45 | 45 | | Chapter 2306, Government Code, or an entity designated by the |
|---|
| 46 | 46 | | council shall prepare and submit to the legislature and the Texas |
|---|
| 47 | 47 | | Department of Housing and Community Affairs a written report that |
|---|
| 48 | 48 | | evaluates the effectiveness of the centralized homelessness crisis |
|---|
| 49 | 49 | | response data system established under Section 2306.911, |
|---|
| 50 | 50 | | Government Code, as added by this Act, in addressing chronic |
|---|
| 51 | 51 | | homelessness in this state. |
|---|
| 52 | 52 | | SECTION 3. This Act takes effect September 1, 2019. |
