| 7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 14 | | SECTION 1. The heading to Section 21.050, Education Code, |
|---|
| 9 | 15 | | is amended to read as follows: |
|---|
| 10 | 16 | | Sec. 21.050. ACADEMIC DEGREE REQUIRED FOR TEACHING |
|---|
| 11 | 17 | | CERTIFICATE; FIELD-BASED EXPERIENCE OR INTERNSHIP. |
|---|
| 12 | 18 | | SECTION 2. Sections 21.050(a) and (b), Education Code, are |
|---|
| 13 | 19 | | amended to read as follows: |
|---|
| 14 | 20 | | (a) A person who applies for a teaching certificate for |
|---|
| 15 | 21 | | which board rules require a bachelor's degree must possess a |
|---|
| 16 | 22 | | bachelor's degree received with an academic major or |
|---|
| 17 | 23 | | interdisciplinary academic major, including reading, [other than |
|---|
| 18 | 24 | | education,] that is related to the curriculum as prescribed under |
|---|
| 19 | 25 | | Subchapter A, Chapter 28. |
|---|
| 20 | 26 | | (b) [The board may not require more than 18 semester credit |
|---|
| 21 | 27 | | hours of education courses at the baccalaureate level for the |
|---|
| 22 | 28 | | granting of a teaching certificate.] The board shall provide for a |
|---|
| 23 | 29 | | minimum number of semester credit hours of field-based experience |
|---|
| 24 | 30 | | or internship to be included in the credit hours needed for |
|---|
| 25 | 31 | | certification. The board may propose rules requiring additional |
|---|
| 26 | 32 | | credit hours for certification in bilingual education, English as a |
|---|
| 27 | 33 | | second language, early childhood education, or special education. |
|---|
| 28 | 34 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 29 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 31 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 32 | 38 | | Act takes effect September 1, 2019. |
