410 AN ACT
511 relating to certain eligibility requirements for issuance of a
612 teaching certificate.
713 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
814 SECTION 1. The heading to Section 21.050, Education Code,
915 is amended to read as follows:
1016 Sec. 21.050. ACADEMIC DEGREE REQUIRED FOR TEACHING
1117 CERTIFICATE; FIELD-BASED EXPERIENCE OR INTERNSHIP.
1218 SECTION 2. Sections 21.050(a) and (b), Education Code, are
1319 amended to read as follows:
1420 (a) A person who applies for a teaching certificate for
1521 which board rules require a bachelor's degree must possess a
1622 bachelor's degree received with an academic major or
1723 interdisciplinary academic major, including reading, [other than
1824 education,] that is related to the curriculum as prescribed under
1925 Subchapter A, Chapter 28.
2026 (b) [The board may not require more than 18 semester credit
2127 hours of education courses at the baccalaureate level for the
2228 granting of a teaching certificate.] The board shall provide for a
2329 minimum number of semester credit hours of field-based experience
2430 or internship to be included in the credit hours needed for
2531 certification. The board may propose rules requiring additional
2632 credit hours for certification in bilingual education, English as a
2733 second language, early childhood education, or special education.
2834 SECTION 3. This Act takes effect immediately if it receives
2935 a vote of two-thirds of all the members elected to each house, as
3036 provided by Section 39, Article III, Texas Constitution. If this
3137 Act does not receive the vote necessary for immediate effect, this
3238 Act takes effect September 1, 2019.
