55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a wage increase for certain public school employees.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Sections 12.133(b-1) and (d-1), Education Code,
1010 are amended to read as follows:
1111 (b-1) Using state funds received by the charter holder for
1212 that purpose under Subsection (d-1), a charter holder that
1313 participated in the program under Chapter 1579, Insurance Code, for
1414 the 2005-2006 school year shall provide employees of the charter
1515 holder, other than administrators, compensation in the form of
1616 annual salaries, incentives, or other compensation determined
1717 appropriate by the charter holder that results in average
1818 compensation increases as follows:
1919 (1) for full-time employees other than employees who
2020 would be entitled to a minimum salary under Section 21.402 if
2121 employed by a school district, an average increase at least equal to
2222 $2,500 [$500]; and
2323 (2) for part-time employees, an average increase at
2424 least equal to $1,250 [$250].
2525 (d-1) In addition to any amounts to which a charter holder
2626 is entitled under this chapter, a charter holder that participated
2727 in the program under Chapter 1579, Insurance Code, for the
2828 2005-2006 school year is entitled to state aid in an amount, as
2929 determined by the commissioner, equal to the sum of:
3030 (1) the product of $2,500 [$500] multiplied by the
3131 number of full-time employees other than employees who would be
3232 entitled to a minimum salary under Section 21.402 if employed by a
3333 school district; and
3434 (2) the product of $1,250 [$250] multiplied by the
3535 number of part-time employees.
3636 SECTION 2. Sections 22.107(a) and (b), Education Code, are
3737 amended to read as follows:
3838 (a) A school district shall pay each full-time district
3939 employee, other than an administrator or an employee subject to the
4040 minimum salary schedule under Section 21.402, an amount at least
4141 equal to $2,500 [$500].
4242 (b) A school district shall pay each part-time district
4343 employee, other than an administrator, an amount at least equal to
4444 $1,250 [$250].
4545 SECTION 3. Section 42.2513(a), Education Code, is amended
4646 to read as follows:
4747 (a) A school district, including a school district that is
4848 otherwise ineligible for state aid under this chapter, is entitled
4949 to state aid in an amount equal to the sum of:
5050 (1) the product of $2,500 [$500] multiplied by the
5151 number of full-time district employees, other than administrators
5252 or employees subject to the minimum salary schedule under Section
5353 21.402; and
5454 (2) the product of $1,250 [$250] multiplied by the
5555 number of part-time district employees, other than administrators.
5656 SECTION 4. This Act applies beginning with the 2019-2020
5757 school year.
5858 SECTION 5. This Act takes effect September 1, 2019.
