| 7 | 7 | | relating to a wage increase for certain public school employees. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Sections 12.133(b-1) and (d-1), Education Code, |
|---|
| 10 | 10 | | are amended to read as follows: |
|---|
| 11 | 11 | | (b-1) Using state funds received by the charter holder for |
|---|
| 12 | 12 | | that purpose under Subsection (d-1), a charter holder that |
|---|
| 13 | 13 | | participated in the program under Chapter 1579, Insurance Code, for |
|---|
| 14 | 14 | | the 2005-2006 school year shall provide employees of the charter |
|---|
| 15 | 15 | | holder, other than administrators, compensation in the form of |
|---|
| 16 | 16 | | annual salaries, incentives, or other compensation determined |
|---|
| 17 | 17 | | appropriate by the charter holder that results in average |
|---|
| 18 | 18 | | compensation increases as follows: |
|---|
| 19 | 19 | | (1) for full-time employees other than employees who |
|---|
| 20 | 20 | | would be entitled to a minimum salary under Section 21.402 if |
|---|
| 21 | 21 | | employed by a school district, an average increase at least equal to |
|---|
| 22 | 22 | | $2,500 [$500]; and |
|---|
| 23 | 23 | | (2) for part-time employees, an average increase at |
|---|
| 24 | 24 | | least equal to $1,250 [$250]. |

| 25 | 25 | | (d-1) In addition to any amounts to which a charter holder |
|---|
| 26 | 26 | | is entitled under this chapter, a charter holder that participated |
|---|
| 27 | 27 | | in the program under Chapter 1579, Insurance Code, for the |
|---|
| 28 | 28 | | 2005-2006 school year is entitled to state aid in an amount, as |
|---|
| 29 | 29 | | determined by the commissioner, equal to the sum of: |
|---|
| 30 | 30 | | (1) the product of $2,500 [$500] multiplied by the |
|---|
| 31 | 31 | | number of full-time employees other than employees who would be |
|---|
| 32 | 32 | | entitled to a minimum salary under Section 21.402 if employed by a |
|---|
| 33 | 33 | | school district; and |
|---|
| 34 | 34 | | (2) the product of $1,250 [$250] multiplied by the |
|---|
| 35 | 35 | | number of part-time employees. |

| 36 | 36 | | SECTION 2. Sections 22.107(a) and (b), Education Code, are |
|---|
| 37 | 37 | | amended to read as follows: |
|---|
| 38 | 38 | | (a) A school district shall pay each full-time district |
|---|
| 39 | 39 | | employee, other than an administrator or an employee subject to the |
|---|
| 40 | 40 | | minimum salary schedule under Section 21.402, an amount at least |
|---|
| 41 | 41 | | equal to $2,500 [$500]. |
|---|
| 42 | 42 | | (b) A school district shall pay each part-time district |
|---|
| 43 | 43 | | employee, other than an administrator, an amount at least equal to |
|---|
| 44 | 44 | | $1,250 [$250]. |

| 45 | 45 | | SECTION 3. Section 42.2513(a), Education Code, is amended |
|---|
| 46 | 46 | | to read as follows: |
|---|
| 47 | 47 | | (a) A school district, including a school district that is |
|---|
| 48 | 48 | | otherwise ineligible for state aid under this chapter, is entitled |
|---|
| 49 | 49 | | to state aid in an amount equal to the sum of: |
|---|
| 50 | 50 | | (1) the product of $2,500 [$500] multiplied by the |
|---|
| 51 | 51 | | number of full-time district employees, other than administrators |
|---|
| 52 | 52 | | or employees subject to the minimum salary schedule under Section |
|---|
| 53 | 53 | | 21.402; and |
|---|
| 54 | 54 | | (2) the product of $1,250 [$250] multiplied by the |
|---|
| 55 | 55 | | number of part-time district employees, other than administrators. |
|---|
| 56 | 56 | | SECTION 4. This Act applies beginning with the 2019-2020 |
|---|
| 57 | 57 | | school year. |
|---|
| 58 | 58 | | SECTION 5. This Act takes effect September 1, 2019. |
