129 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1310 SECTION 1. Subchapter B, Chapter 254, Election Code, is
1411 amended by adding Section 254.0313 to read as follows:
1512 Sec. 254.0313. OMISSION OF ADDRESS FOR JUDGE AND SPOUSE.
1613 (a) In this section, "federal judge" and "state judge" have the
1714 meanings assigned by Section 13.0021.
1815 (b) On receiving notice from the Office of Court
19- Administration of the Texas Judicial System of a judge's
20- qualification for office or on receipt of a written request from a
21- federal judge, state judge, or spouse of a federal or state judge,
22- the commission shall remove or redact the residence address of a
23- federal judge, a state judge, or the spouse of a federal or state
24- judge from any report filed by the judge in the judge's capacity or
25- made available on the Internet under this chapter.
16+ Administration of the Texas Judicial System of the judge's
17+ qualification for the judge's office or upon receipt of a written
18+ request from a federal judge, state judge or spouse of a federal or
19+ state judge, the commission shall remove or redact the residence
20+ address of a federal judge, a state judge, or the spouse of a
21+ federal or state judge before permitting a person to inspect a
22+ report filed under this chapter or making a report filed available
23+ on the Internet as required by Section 254.0401.
2624 SECTION 2. Section 72.015, Government Code, is amended by
2725 adding Subsection (d) to read as follows:
2826 (d) The director of security and emergency preparedness
2927 shall annually submit to the legislature:
3028 (1) a report on court security activities throughout
3129 the state supported by the judicial security division, including:
3230 (A) the technical aspects of providing court
3331 security;
3432 (B) court security training provided or required
3533 by the judicial security division;
3634 (C) sufficiency of judicial security division
3735 resources to evaluate and monitor court security; and
3836 (D) the adequacy of funding to maintain court
3937 security; and
4038 (2) recommendations for:
4139 (A) monitoring the use of state resources in
4240 providing court security;
4341 (B) improving court security; and
4442 (C) increasing the amount of state funds and
4543 other resources made available for court security.
46- SECTION 3. Section 11.008(a), Property Code, is amended to

48- (a) In this section, "instrument" means a deed, [or] deed of
49- trust, or any other record recorded by a county clerk related to
50- real property, including a mineral lease, a mechanic's lien, and
51- the release of a mechanic's lien.
52- SECTION 4. Section 25.025(b), Tax Code, is amended to read
53- as follows:
54- (b) Information in appraisal records under Section 25.02 is
55- confidential and is available only for the official use of the
56- appraisal district, this state, the comptroller, and taxing units
57- and political subdivisions of this state if:
58- (1) the information identifies the home address of a
59- named individual to whom this section applies; and
60- (2) the individual:
61- (A) chooses to restrict public access to the
62- information on the form prescribed for that purpose by the
63- comptroller under Section 5.07; or
64- (B) is a federal or state judge [as defined by
65- Section 572.002, Government Code], or the spouse of a federal or
66- state judge, beginning on the date the Office of Court
67- Administration of the Texas Judicial System notifies the appraisal
68- district of the judge's qualification for the judge's office.
69- SECTION 5. Section 521.121(c), Transportation Code, is
70- amended to read as follows:
71- (c) The department shall establish a procedure, on a license
72- holder's qualification for office as a federal or state judge as
73- defined by Section 13.0021, Election Code [572.002, Government
74- Code], to omit the residence address of the judge and the spouse of
75- the judge on the license holder's license and to include, in lieu of
76- that address, the street address of the courthouse in which the
77- license holder or license holder's spouse serves as a federal judge
78- or state judge.
79- SECTION 6. Section 254.0313, Election Code, as added by
80- this Act, applies only to a report filed by a federal judge or state
81- judge on or after the effective date of this Act.
82- SECTION 7. This Act takes effect September 1, 2019.
46+ (j) On receipt of a written request from a federal judge,
47+ state judge as defined by Section 572.002, Government Code, or
48+ spouse of a federal or state judge, the county clerk shall omit or
49+ redact from any documents an instrument described by this section
50+ that is
51+ are available in an online database made public by the
52+ county clerk, or by a provider with which the county commissioners
53+ court contracts to provide the online database, the social security
54+ number, driver's license number, and residence address of the
55+ federal judge, state judge, or spouse of the federal or state judge.
56+ SECTION 4. This Act takes effect September 1, 2019.
