| 7 | 7 | | relating to requiring fine arts as part of the foundation |
|---|
| 8 | 8 | | curriculum for public schools. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. Sections 28.002(a) and (n), Education Code, are |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | (a) Each school district that offers kindergarten through |
|---|
| 13 | 13 | | grade 12 shall offer, as a required curriculum: |
|---|
| 14 | 14 | | (1) a foundation curriculum that includes: |
|---|
| 15 | 15 | | (A) English language arts; |
|---|
| 16 | 16 | | (B) mathematics; |
|---|
| 17 | 17 | | (C) science; [and] |
|---|
| 18 | 18 | | (D) social studies, consisting of Texas, United |
|---|
| 19 | 19 | | States, and world history, government, economics, with emphasis on |
|---|
| 20 | 20 | | the free enterprise system and its benefits, and geography; and |
|---|
| 21 | 21 | | (E) fine arts; and |
|---|
| 22 | 22 | | (2) an enrichment curriculum that includes: |
|---|
| 23 | 23 | | (A) to the extent possible, languages other than |
|---|
| 24 | 24 | | English; |
|---|
| 25 | 25 | | (B) health, with emphasis on the importance of |
|---|
| 26 | 26 | | proper nutrition and exercise; |
|---|
| 27 | 27 | | (C) physical education; |
|---|
| 28 | 28 | | (D) [fine arts; |
|---|
| 29 | 29 | | [(E)] career and technology education; |
|---|
| 30 | 30 | | (E) [(F)] technology applications; |
|---|
| 31 | 31 | | (F) [(G)] religious literature, including the |
|---|
| 32 | 32 | | Hebrew Scriptures (Old Testament) and New Testament, and its impact |
|---|
| 33 | 33 | | on history and literature; and |
|---|
| 34 | 34 | | (G) [(H)] personal financial literacy. |
|---|
| 35 | 35 | | (n) The State Board of Education may by rule develop and |
|---|
| 36 | 36 | | implement a plan designed to incorporate foundation curriculum |
|---|
| 37 | 37 | | requirements into the career and technology education curriculum |
|---|
| 38 | 38 | | under Subsection (a)(2)(D) [(a)(2)(E)]. |
|---|
| 39 | 39 | | SECTION 2. Section 28.003(b), Education Code, is amended to |
|---|
| 40 | 40 | | read as follows: |
|---|
| 41 | 41 | | (b) In this section, "educational program" means a course or |
|---|
| 42 | 42 | | series of courses in the required curriculum under Section 28.002, |
|---|
| 43 | 43 | | other than a fine arts course under Section 28.002(a)(1)(E) |
|---|
| 44 | 44 | | [28.002(a)(2)(D)] or a career and technology course under Section |
|---|
| 45 | 45 | | 28.002(a)(2)(D) [28.002(a)(2)(E)]. |
|---|
| 46 | 46 | | SECTION 3. Section 28.025(b-1), Education Code, is amended |
|---|
| 47 | 47 | | to read as follows: |
|---|
| 48 | 48 | | (b-1) The State Board of Education by rule shall require |
|---|
| 49 | 49 | | that the curriculum requirements for the foundation high school |
|---|
| 50 | 50 | | program under Subsection (a) include a requirement that students |
|---|
| 51 | 51 | | successfully complete: |
|---|
| 52 | 52 | | (1) four credits in English language arts under |
|---|
| 53 | 53 | | Section 28.002(a)(1)(A), including one credit in English I, one |
|---|
| 54 | 54 | | credit in English II, one credit in English III, and one credit in |
|---|
| 55 | 55 | | an advanced English course authorized under Subsection (b-2); |
|---|
| 56 | 56 | | (2) three credits in mathematics under Section |
|---|
| 57 | 57 | | 28.002(a)(1)(B), including one credit in Algebra I, one credit in |
|---|
| 58 | 58 | | geometry, and one credit in any advanced mathematics course |
|---|
| 59 | 59 | | authorized under Subsection (b-2); |
|---|
| 60 | 60 | | (3) three credits in science under Section |
|---|
| 61 | 61 | | 28.002(a)(1)(C), including one credit in biology, one credit in any |
|---|
| 62 | 62 | | advanced science course authorized under Subsection (b-2), and one |
|---|
| 63 | 63 | | credit in integrated physics and chemistry or in an additional |
|---|
| 64 | 64 | | advanced science course authorized under Subsection (b-2); |
|---|
| 65 | 65 | | (4) three credits in social studies under Section |
|---|
| 66 | 66 | | 28.002(a)(1)(D), including one credit in United States history, at |
|---|
| 67 | 67 | | least one-half credit in government and at least one-half credit in |
|---|
| 68 | 68 | | economics, and one credit in world geography or world history; |
|---|
| 69 | 69 | | (5) except as provided under Subsections (b-12), |
|---|
| 70 | 70 | | (b-13), and (b-14), two credits in the same language in a language |
|---|
| 71 | 71 | | other than English under Section 28.002(a)(2)(A); |
|---|
| 72 | 72 | | (6) five elective credits; |
|---|
| 73 | 73 | | (7) one credit in fine arts under Section |
|---|
| 74 | 74 | | 28.002(a)(1)(E) [28.002(a)(2)(D)]; and |
|---|
| 75 | 75 | | (8) except as provided by Subsection (b-11), one |
|---|
| 76 | 76 | | credit in physical education under Section 28.002(a)(2)(C). |
|---|
| 77 | 77 | | SECTION 4. This Act applies beginning with the 2019-2020 |
|---|
| 78 | 78 | | school year. |
|---|
| 79 | 79 | | SECTION 5. This Act takes effect immediately if it receives |
|---|
| 80 | 80 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 81 | 81 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 82 | 82 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 83 | 83 | | Act takes effect September 1, 2019. |
