55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a requirement that the Railroad Commission of Texas
88 publish maps of pipeline evacuation zones.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 117.012, Natural Resources Code, is
1111 amended by adding Subsection (j) to read as follows:
1212 (j) The commission shall publish on its Internet website
1313 maps of evacuation zones for emergencies relating to hazardous
1414 liquid or carbon dioxide pipeline facilities. The commission may
1515 require pipeline facility operators to submit to the commission any
1616 information needed for the purposes of this subsection. Each
1717 evacuation zone map must show:
1818 (1) for each pipeline facility, the associated high
1919 consequence area and surrounding buffer zone;
2020 (2) the roads and bodies of water in the evacuation
2121 zone;
2222 (3) a legend;
2323 (4) a linear scale for distance; and
2424 (5) a compass rose.
2525 SECTION 2. Section 121.2015, Utilities Code, is amended by
2626 adding Subsection (d) to read as follows:
2727 (d) The railroad commission shall publish on its Internet
2828 website maps of evacuation zones for emergencies relating to gas
2929 pipeline facilities. The railroad commission may require pipeline
3030 facility operators to submit to the commission any information
3131 needed for the purposes of this subsection. Each evacuation zone
3232 map must show:
3333 (1) for each pipeline facility, the associated high
3434 consequence area and surrounding buffer zone;
3535 (2) the roads and bodies of water in the evacuation
3636 zone;
3737 (3) a legend;
3838 (4) a linear scale for distance; and
3939 (5) a compass rose.
4040 SECTION 3. This Act takes effect September 1, 2019.
