| 7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 14 | | SECTION 1. Subchapter G, Chapter 504, Transportation Code, |
|---|
| 9 | 15 | | is amended by adding Section 504.671 to read as follows: |
|---|
| 10 | 16 | | Sec. 504.671. SICKLE CELL DISEASE AWARENESS LICENSE PLATES. |
|---|
| 11 | 17 | | (a) The department shall issue specialty license plates that |
|---|
| 12 | 18 | | include the words "Sickle Cell Matters" and an image of the burgundy |
|---|
| 13 | 19 | | sickle cell ribbon. The department shall design the plates in |
|---|
| 14 | 20 | | consultation with the Sickle Cell Association of Houston. |
|---|
| 15 | 21 | | (b) After deduction of the department's administrative |
|---|
| 16 | 22 | | costs, the remainder of the fee for issuance of the license plates |
|---|
| 17 | 23 | | shall be deposited to the credit of an account created by the |
|---|
| 18 | 24 | | comptroller in the manner provided by Section 504.6012(b). Money |
|---|
| 19 | 25 | | deposited to that account may be used only by Texas Southern |
|---|
| 20 | 26 | | University to make grants to a nonprofit organization that has a |
|---|
| 21 | 27 | | history of providing services to persons with sickle cell disease |
|---|
| 22 | 28 | | for the purpose of providing those services. |
|---|
| 23 | 29 | | SECTION 2. This Act takes effect September 1, 2019. |
