96 AN ACT
107 relating to the creation of the Texas Veterans County Service
118 Officer Task Force.
129 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1310 SECTION 1. Subchapter B, Chapter 434, Government Code, is
1411 amended by adding Section 434.040 to read as follows:
1512 Sec. 434.040. TEXAS VETERANS COUNTY SERVICE OFFICER TASK
16- FORCE. (a) In this section:
17- (1) "Rural county" means a county with a population of
18- less than 200,000.
19- (2) "Task force" means the Texas Veterans County
20- Service Officer Task Force.
21- (3) "Urban county" means a county with a population of
22- 200,000 or more.
13+ FORCE. (a) In this section, "task force" means the Texas Veterans
14+ County Service Officer Task Force.
2315 (b) The Texas Veterans County Service Officer Task Force is
2416 established to study the impact and efficacy of officers in this
2517 state.
26- (c) The task force is composed of the following nine
27- members:

2819 (1) the chair of the House Committee on Defense and

3021 (2) the chair of the Senate Committee on Veteran

34- Advisory Committee;
23+ (3) a representative of the Texas Veterans Commission;
24+ (4) officers from various regions of the state; and
3525 (5) a representative of the Texas Coalition of
36- Veterans Organizations;
37- (6) an officer representing a rural county selected by
38- the chair of the House Committee on Defense and Veterans' Affairs;
39- (7) an officer representing an urban county selected
40- by the chair of the House Committee on Defense and Veterans'
41- Affairs;
42- (8) an officer representing a rural county selected by
43- the chair of the Senate Committee on Veteran Affairs and Border
44- Security; and
45- (9) an officer representing an urban county selected
46- by the chair of the Senate Committee on Veteran Affairs and Border
47- Security.
48- (d) The chairs of the House Committee on Defense and
49- Veterans' Affairs and Senate Committee on Veteran Affairs and
50- Border Security serve as co-chairs of the task force.
51- (e) A recommendation of the task force must be approved by a
52- majority vote of the members of the task force.
53- (f) Each member of the task force has one vote.
54- (g) The task force shall:
26+ Veterans Organizations.
27+ (d) The task force shall:
5528 (1) examine the role and duties of officers in each
5629 county;
5730 (2) identify the regions of this state that are in need
5831 of officers; and
5932 (3) determine types and levels of support needed from
6033 this state in order for officers to appropriately advocate for the
6134 veterans served by the officers.
62- (h) Not later than December 1, 2020, the commission shall
63- prepare and submit a report based on recommendations of the task
64- force regarding the issues described in Subsection (g) to the
65- Senate Committee on Veteran Affairs and Border Security and House
66- Committee on Defense and Veterans' Affairs. The report must be
67- approved by a majority vote of the members of the task force.
68- (i) This section expires January 1, 2021.
35+ (e) Not later than December 1, 2020, the task force shall
36+ prepare and submit a report on the issues described in Subsection
37+ (d) to the Senate Committee on Veteran Affairs and Border Security,
38+ House Committee on Defense and Veterans' Affairs, and Texas
39+ Veterans Commission.
40+ (f) This section expires January 1, 2021.
6941 SECTION 2. This Act takes effect September 1, 2019.
