| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter F, Chapter 418, Government Code, is |
|---|
| 11 | 11 | | amended by adding Sections 418.127 and 418.128 to read as follows: |
|---|
| 12 | 12 | | Sec. 418.127. HURRICANE PREPAREDNESS. The governor shall |
|---|
| 13 | 13 | | issue a proclamation each year before hurricane season instructing: |
|---|
| 14 | 14 | | (1) individuals, including residential and commercial |
|---|
| 15 | 15 | | property owners, to prepare their property and communities for the |
|---|
| 16 | 16 | | upcoming hurricane season; |
|---|
| 17 | 17 | | (2) state agencies to review and update their |
|---|
| 18 | 18 | | hurricane preparedness plans; and |
|---|
| 19 | 19 | | (3) the following entities, to the extent practicable, |
|---|
| 20 | 20 | | to conduct community outreach and education activities on hurricane |
|---|
| 21 | 21 | | preparedness between May 25 and May 31 of each year: |
|---|
| 22 | 22 | | (A) municipalities and counties; |
|---|
| 23 | 23 | | (B) the division; |
|---|
| 24 | 24 | | (C) the Texas Education Agency; |
|---|
| 25 | 25 | | (D) the office of the comptroller; and |
|---|
| 26 | 26 | | (E) the Texas Department of Insurance. |
|---|
| 27 | 27 | | Sec. 418.128. HOUSING ASSISTANCE INFORMATION. The General |
|---|
| 28 | 28 | | Land Office shall conduct a public information campaign each year |
|---|
| 29 | 29 | | before and during hurricane season to provide local officials and |
|---|
| 30 | 30 | | the public with information regarding housing assistance that may |
|---|
| 31 | 31 | | be available under state and federal law in the event of a major |
|---|
| 32 | 32 | | hurricane or flooding event, including information about types of |
|---|
| 33 | 33 | | assistance unavailable under that law. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect September 1, 2019. |
