| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 521.101, Transportation Code, is amended |
|---|
| 13 | 13 | | by adding Subsection (k-1) to read as follows: |
|---|
| 14 | 14 | | (k-1) The department shall include on a personal |
|---|
| 15 | 15 | | identification certificate issued to a person who is a legal |
|---|
| 16 | 16 | | permanent resident of the United States or refugee or asylee |
|---|
| 17 | 17 | | lawfully admitted into the United States an indication that the |
|---|
| 18 | 18 | | certificate is not valid proof of identity for voting purposes. |

| 19 | 19 | | SECTION 2. Section 521.121, Transportation Code, is amended |
|---|
| 20 | 20 | | by adding Subsection (f) to read as follows: |
|---|
| 21 | 21 | | (f) The department shall include on a driver's license |
|---|
| 22 | 22 | | issued to a person who is a legal permanent resident of the United |
|---|
| 23 | 23 | | States or refugee or asylee lawfully admitted into the United |
|---|
| 24 | 24 | | States an indication that the license is not valid proof of identity |
|---|
| 25 | 25 | | for voting purposes. |

| 26 | 26 | | SECTION 3. The changes in law made by this Act to Sections |
|---|
| 27 | 27 | | 521.101 and 521.121, Transportation Code, apply only to a driver's |
|---|
| 28 | 28 | | license or personal identification certificate issued or renewed on |
|---|
| 29 | 29 | | or after the effective date of this Act. A driver's license or |
|---|
| 30 | 30 | | personal identification certificate issued or renewed before the |
|---|
| 31 | 31 | | effective date of this Act is governed by the law in effect when the |
|---|
| 32 | 32 | | license or certificate was issued or renewed, and the former law is |
|---|
| 33 | 33 | | continued in effect for that purpose. |
|---|
| 34 | 34 | | SECTION 4. This Act takes effect September 1, 2019. |
