| 7 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 15 | | SECTION 1. Chapter 511, Government Code, is amended by |
|---|
| 9 | 16 | | adding Section 511.0104 to read as follows: |
|---|
| 10 | 17 | | Sec. 511.0104. ELECTRONIC SUBMISSION OF FORMS, DATA, AND |
|---|
| 11 | 18 | | DOCUMENTS. (a) The commission shall establish a system for the |
|---|
| 12 | 19 | | electronic submission of forms, data, and documents required to be |
|---|
| 13 | 20 | | submitted to the commission under this chapter or a rule adopted |
|---|
| 14 | 21 | | under this chapter. |
|---|
| 15 | 22 | | (b) Except as provided by Subsection (c), a person shall |
|---|
| 16 | 23 | | submit all forms, data, or documents described by Subsection (a) to |
|---|
| 17 | 24 | | the commission through the system established under that subsection |
|---|
| 18 | 25 | | and in a standardized electronic format prescribed by the |
|---|
| 19 | 26 | | commission. |
|---|
| 20 | 27 | | (c) The commission may allow a person to submit the forms, |
|---|
| 21 | 28 | | data, or documents described by Subsection (a) in a nonelectronic |
|---|
| 22 | 29 | | format. The commission shall set and collect a reasonable fee to |
|---|
| 23 | 30 | | cover the cost of processing the forms, data, or documents. |
|---|
| 24 | 31 | | (d) The commission may adopt rules as necessary to implement |
|---|
| 25 | 32 | | this section. |
|---|
| 26 | 33 | | SECTION 2. This Act takes effect September 1, 2019. |
