| 8 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 15 | | SECTION 1. Section 521.101, Transportation Code, is amended |
|---|
| 10 | 16 | | by adding Subsection (m) to read as follows: |
|---|
| 11 | 17 | | (m) The department shall adopt procedures for the automatic |
|---|
| 12 | 18 | | issuance of a personal identification certificate to a person who |
|---|
| 13 | 19 | | is 60 years of age or older at the time the person's driver's license |
|---|
| 14 | 20 | | is surrendered or revoked. The procedures: |
|---|
| 15 | 21 | | (1) must be in compliance with federal guidelines |
|---|
| 16 | 22 | | governing the issuance of identity documents; and |
|---|
| 17 | 23 | | (2) may require the person issued a personal |
|---|
| 18 | 24 | | identification certificate to update information previously |
|---|
| 19 | 25 | | provided to the department under Section 521.142. |
|---|
| 20 | 26 | | SECTION 2. This Act takes effect September 1, 2019. |
