| 5 | 14 | | relating to the route designation for the issuance of a permit for |
|---|
| 6 | 15 | | the movement of oversize and overweight vehicles in certain |
|---|
| 7 | 16 | | counties. |
|---|
| 8 | 17 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 18 | | SECTION 1. Section 623.219, Transportation Code, is amended |
|---|
| 10 | 19 | | by adding Subsection (b-1) to read as follows: |
|---|
| 11 | 20 | | (b-1) For a permit issued by a port authority contiguous to |
|---|
| 12 | 21 | | the Gulf of Mexico or a bay or inlet opening into the gulf with a |
|---|
| 13 | 22 | | population of not more than 200,000 that is adjacent to a county |
|---|
| 14 | 23 | | described in Subsection (b), the commission shall, with the consent |
|---|
| 15 | 24 | | of the port authority, designate the most direct route from: |
|---|
| 16 | 25 | | (1) the Matagorda County line to the entrance of the |
|---|
| 17 | 26 | | Port of Palacios using State Highway 35; |
|---|
| 18 | 27 | | (2) the Matagorda County line to the entrance of the |
|---|
| 19 | 28 | | Port of Palacios using State Highway 60; |
|---|
| 20 | 29 | | (3) the Matagorda County line to the entrance of the |
|---|
| 21 | 30 | | Port of Palacios using FM 521; and |
|---|
| 22 | 31 | | (4) the Matagorda County line to the entrance of the |
|---|
| 23 | 32 | | Port of Palacios using State Highway 71. |
|---|
| 24 | 33 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 34 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 35 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 36 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 37 | | Act takes effect September 1, 2019. |
