| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 117.012, Natural Resources Code, is | |
| 11 | 11 | amended by adding Subsection (p) to read as follows: | |
| 12 | 12 | (p) The commission by rule shall establish cleanliness | |
| 13 | 13 | standards for intrastate pipelines transporting hazardous liquids | |
| 14 | 14 | through a karst topographic area. | |
| 15 | 15 | SECTION 2. Subchapter E, Chapter 121, Utilities Code, is | |
| 16 | 16 | amended by adding Section 121.2017 to read as follows: | |
| 17 | 17 | Sec. 121.2017. DISTRIBUTION THROUGH KARST AREA. The | |
| 18 | 18 | railroad commission by rule shall establish cleanliness standards | |
| 19 | 19 | for intrastate distribution gas pipelines that pass through a karst | |
| 20 | 20 | topographic area. | |
| 21 | 21 | SECTION 3. The Railroad Commission of Texas shall adopt the | |
| 22 | 22 | rules required by Section 117.012(p), Natural Resources Code, as | |
| 23 | 23 | added by this Act, and Section 121.2017, Utilities Code, as added by | |
| 24 | 24 | this Act, not later than December 1, 2019. | |
| 25 | 25 | SECTION 4. This Act takes effect September 1, 2019. |
