| 8 | 8 | | district of innovation exemptions from educator certification or |

| 9 | 9 | | school district teaching permit requirements. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 12A.004, Education Code, is amended by |
|---|
| 12 | 12 | | amending Subsection (b) and adding Subsections (c) and (d) to read |
|---|
| 13 | 13 | | as follows: |
|---|
| 14 | 14 | | (b) The commissioner shall: |
|---|
| 15 | 15 | | (1) maintain a list of provisions of this title from |
|---|
| 16 | 16 | | which school districts designated as districts of innovation are |
|---|
| 17 | 17 | | exempt under this chapter; [and] |
|---|
| 18 | 18 | | (2) for each district of innovation that is exempt |
|---|
| 19 | 19 | | under its local innovation plan from an educator certification or |
|---|
| 20 | 20 | | school district teaching permit requirement under Chapter 21, |
|---|
| 21 | 21 | | identify the type of educator certification or school district |
|---|
| 22 | 22 | | teaching permit exempted under its plan; and |
|---|
| 23 | 23 | | (3) notify the legislature of each provision from |
|---|
| 24 | 24 | | which districts enrolling a majority of students in this state are |
|---|
| 25 | 25 | | exempt. |
|---|
| 26 | 26 | | (c) The commissioner shall post on the agency's Internet |
|---|
| 27 | 27 | | website the educator certification and school district teaching |
|---|
| 28 | 28 | | permit exemption information identified under Subsection (b)(2). |
|---|
| 29 | 29 | | (d) The commissioner may adopt rules to administer this |
|---|
| 30 | 30 | | section, including rules to determine the method by which the |
|---|
| 31 | 31 | | commissioner requests and receives the educator certification and |
|---|
| 32 | 32 | | school district teaching permit exemption information identified |
|---|
| 33 | 33 | | under Subsection (b)(2). |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 35 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 38 | | Act takes effect September 1, 2019. |
