| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter F, Chapter 521, Transportation Code, |
|---|
| 12 | 12 | | is amended by adding Section 521.1251 to read as follows: |
|---|
| 13 | 13 | | Sec. 521.1251. OPTIONAL BLOOD TYPE DESIGNATION. (a) The |
|---|
| 14 | 14 | | department shall provide to each applicant for the issuance of an |
|---|
| 15 | 15 | | original, renewal, corrected, or duplicate driver's license or |
|---|
| 16 | 16 | | personal identification certificate who applies in person, by mail, |
|---|
| 17 | 17 | | over the Internet, or by other electronic means the opportunity to |
|---|
| 18 | 18 | | indicate the person's blood type on the person's driver's license or |
|---|
| 19 | 19 | | personal identification certificate. |
|---|
| 20 | 20 | | (b) The department shall include on each driver's license |
|---|
| 21 | 21 | | issued to a person who makes an election under this section a |
|---|
| 22 | 22 | | designation that indicates the person's blood type. |
|---|
| 23 | 23 | | SECTION 2. Section 522.030, Transportation Code, is amended |
|---|
| 24 | 24 | | by adding Subsection (e) to read as follows: |
|---|
| 25 | 25 | | (e) The department shall provide to each applicant for the |
|---|
| 26 | 26 | | issuance of an original, renewal, corrected, or duplicate |
|---|
| 27 | 27 | | commercial driver's license or commercial learner's permit who |
|---|
| 28 | 28 | | applies in person, by mail, over the Internet, or by other |
|---|
| 29 | 29 | | electronic means the opportunity to indicate the person's blood |
|---|
| 30 | 30 | | type on the person's commercial driver's license or commercial |
|---|
| 31 | 31 | | learner's permit. The department shall include on each commercial |
|---|
| 32 | 32 | | driver's license or commercial learner's permit issued to a person |
|---|
| 33 | 33 | | who makes an election under this subsection a designation that |
|---|
| 34 | 34 | | indicates the person's blood type. |
|---|
| 35 | 35 | | SECTION 3. The Department of Public Safety shall adopt |
|---|
| 36 | 36 | | rules as necessary to implement Sections 521.1251 and 522.030(e), |
|---|
| 37 | 37 | | Transportation Code, as added by this Act, not later than November |
|---|
| 38 | 38 | | 1, 2019. |
|---|
| 39 | 39 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect September 1, 2019. |
