68 AN ACT
79 relating to a study by the Texas Higher Education Coordinating
810 Board on methods to reduce certain textbook and course material
911 costs.
1012 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1113 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1214 amended by adding Section 61.06651 to read as follows:
1315 Sec. 61.06651. STUDY ON ELECTRONIC TEXTBOOK AND COURSE
1416 MATERIAL COSTS. (a) In this section, "core curriculum" has the
1517 meaning assigned by Section 61.821.
1618 (b) The board shall conduct a study on methods to reduce the
1719 cost of electronic textbooks and course materials required or
1820 recommended for core curriculum courses.
1921 (c) Not later than December 31, 2020, the board shall submit
2022 to the governor, the lieutenant governor, the speaker of the house
2123 of representatives, and the chair of each legislative standing
2224 committee with jurisdiction over higher education a report on the
2325 results of the study and any recommendations for legislative or
2426 other action.
2527 (d) This section expires September 1, 2021.
2628 SECTION 2. This Act takes effect immediately if it receives
2729 a vote of two-thirds of all the members elected to each house, as
2830 provided by Section 39, Article III, Texas Constitution. If this
2931 Act does not receive the vote necessary for immediate effect, this
3032 Act takes effect September 1, 2019.
