10 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 13 | | SECTION 1. Subchapter C, Chapter 61, Education Code, is |
---|
12 | 14 | | amended by adding Section 61.06651 to read as follows: |

13 | 15 | | Sec. 61.06651. STUDY ON ELECTRONIC TEXTBOOK AND COURSE |
---|
14 | 16 | | MATERIAL COSTS. (a) In this section, "core curriculum" has the |
---|
15 | 17 | | meaning assigned by Section 61.821. |
---|
16 | 18 | | (b) The board shall conduct a study on methods to reduce the |
---|
17 | 19 | | cost of electronic textbooks and course materials required or |
---|
18 | 20 | | recommended for core curriculum courses. |
---|
19 | 21 | | (c) Not later than December 31, 2020, the board shall submit |
---|
20 | 22 | | to the governor, the lieutenant governor, the speaker of the house |
---|
21 | 23 | | of representatives, and the chair of each legislative standing |
---|
22 | 24 | | committee with jurisdiction over higher education a report on the |
---|
23 | 25 | | results of the study and any recommendations for legislative or |
---|
24 | 26 | | other action. |
---|
25 | 27 | | (d) This section expires September 1, 2021. |
---|
26 | 28 | | SECTION 2. This Act takes effect immediately if it receives |
---|
27 | 29 | | a vote of two-thirds of all the members elected to each house, as |
---|
28 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
29 | 31 | | Act does not receive the vote necessary for immediate effect, this |
---|
30 | 32 | | Act takes effect September 1, 2019. |
