| 6 | 6 | | relating to the authority of political subdivisions to establish |

| 7 | 7 | | election precincts. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 42.061, Election Code, is amended to |
|---|
| 10 | 10 | | read as follows: |
|---|
| 11 | 11 | | (a) The governing body of a political subdivision other than |
|---|
| 12 | 12 | | a county may shall establish the election precincts for elections |
|---|
| 13 | 13 | | ordered by an authority of the political subdivision. |
|---|
| 14 | 14 | | (c) An election precinct established for an election |
|---|
| 15 | 15 | | ordered by a city authority may not divide a county election |
|---|
| 16 | 16 | | precinct except as necessary to follow the city's boundary. |
|---|
| 17 | 17 | | (d) If a county precinct is divided according to Section |
|---|
| 18 | 18 | | 42.061(c)the City shall maintain the informational integrity of the |
|---|
| 19 | 19 | | county precincts by submitting the voter ID numbers of those who |
|---|
| 20 | 20 | | cast votes to the county elections office by county precinct as well |
|---|
| 21 | 21 | | as the election precinct that was created under this section. |

| 22 | 22 | | SECTION 2. Section 42.0615, Election Code, is amended to |
|---|
| 23 | 23 | | read as follows: |
|---|
| 24 | 24 | | (2) Provide the voter registrar with a map of an |
|---|
| 25 | 25 | | adopted boundary change in a format that is compatible with the |
|---|
| 26 | 26 | | mapping format used by the registrar's office. |
|---|
| 27 | 27 | | (3) Provide the voter registrar with a corresponding |
|---|
| 28 | 28 | | list of voters in each of the county precincts that have been |
|---|
| 29 | 29 | | divided. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 31 | 31 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 32 | 32 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 33 | 33 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 34 | 34 | | Act takes effect September 1, 2019. |
