| 7 | 7 | | relating to a study and report regarding school district size and |
|---|
| 8 | 8 | | school district cost and academic effectiveness. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. (a) The commissioner of education shall conduct |
|---|
| 11 | 11 | | a study regarding the relationship between school district size and |
|---|
| 12 | 12 | | school district cost and academic effectiveness. In conducting the |
|---|
| 13 | 13 | | study, the commissioner shall consider factors affecting the |
|---|
| 14 | 14 | | operation of school districts, including: |
|---|
| 15 | 15 | | (1) organization and management; |
|---|
| 16 | 16 | | (2) financial soundness; |
|---|
| 17 | 17 | | (3) transportation and other general services; |
|---|
| 18 | 18 | | (4) parent accessibility to school district |
|---|
| 19 | 19 | | administration; and |
|---|
| 20 | 20 | | (5) campus feeder patterns. |
|---|
| 21 | 21 | | (b) On the request of the commissioner of education, |
|---|
| 22 | 22 | | regional education service centers and the State Board of Education |
|---|
| 23 | 23 | | shall assist the commissioner in conducting the study under this |
|---|
| 24 | 24 | | section. |
|---|
| 25 | 25 | | (c) Not later than December 31, 2020, the commissioner of |
|---|
| 26 | 26 | | education shall submit to the governor, the lieutenant governor, |
|---|
| 27 | 27 | | the speaker of the house of representatives, and each legislative |
|---|
| 28 | 28 | | standing committee with primary jurisdiction over public education |
|---|
| 29 | 29 | | a report that includes: |
|---|
| 30 | 30 | | (1) the results of the study conducted under this |
|---|
| 31 | 31 | | section, including any determinations made with regard to an |
|---|
| 32 | 32 | | optimal school district size that would promote efficient operation |
|---|
| 33 | 33 | | and attainment of state educational goals; and |
|---|
| 34 | 34 | | (2) recommendations for legislative or other action. |
|---|
| 35 | 35 | | SECTION 2. This Act expires January 1, 2021. |
|---|
| 36 | 36 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 37 | 37 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 38 | 38 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 39 | 39 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 40 | 40 | | Act takes effect September 1, 2019. |
