55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study and report regarding school district size and
88 school district cost and academic effectiveness.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) The commissioner of education shall conduct
1111 a study regarding the relationship between school district size and
1212 school district cost and academic effectiveness. In conducting the
1313 study, the commissioner shall consider factors affecting the
1414 operation of school districts, including:
1515 (1) organization and management;
1616 (2) financial soundness;
1717 (3) transportation and other general services;
1818 (4) parent accessibility to school district
1919 administration; and
2020 (5) campus feeder patterns.
2121 (b) On the request of the commissioner of education,
2222 regional education service centers and the State Board of Education
2323 shall assist the commissioner in conducting the study under this
2424 section.
2525 (c) Not later than December 31, 2020, the commissioner of
2626 education shall submit to the governor, the lieutenant governor,
2727 the speaker of the house of representatives, and each legislative
2828 standing committee with primary jurisdiction over public education
2929 a report that includes:
3030 (1) the results of the study conducted under this
3131 section, including any determinations made with regard to an
3232 optimal school district size that would promote efficient operation
3333 and attainment of state educational goals; and
3434 (2) recommendations for legislative or other action.
3535 SECTION 2. This Act expires January 1, 2021.
3636 SECTION 3. This Act takes effect immediately if it receives
3737 a vote of two-thirds of all the members elected to each house, as
3838 provided by Section 39, Article III, Texas Constitution. If this
3939 Act does not receive the vote necessary for immediate effect, this
4040 Act takes effect September 1, 2019.
