86 AN ACT
97 relating to the provision of food service, laundry service, and
108 lawn care to certain mental health facilities and state supported
119 living centers.
1210 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1311 SECTION 1. Subchapter A, Chapter 551, Health and Safety
1412 Code, is amended by adding Section 551.008 to read as follows:
1513 Sec. 551.008. REGIONAL LAUNDRY CENTERS. A regional laundry
1614 center operated by the commission to provide laundry services to
1715 department facilities may contract with federal agencies, other
1816 state agencies, or local political subdivisions to provide or
1917 receive laundry services.
2018 SECTION 2. Section 551.009(c), Health and Safety Code, is
2119 amended to read as follows:
22- (c) The local mental health authority shall contract with
23- Kerrville State Hospital to provide food service, laundry service,
24- and lawn care to the local mental health authority operating a
25- crisis stabilization unit on the grounds of the Kerrville State
26- Hospital as provided by this section.
20+ (c) The local mental health authority may [shall] contract
21+ with Kerrville State Hospital to provide food service, laundry
22+ service, and lawn care to the local mental health authority
23+ operating a crisis stabilization unit on the grounds of the
24+ Kerrville State Hospital as provided by this section.
2725 SECTION 3. If before implementing any provision of this Act
2826 a state agency determines that a waiver or authorization from a
2927 federal agency is necessary for implementation of that provision,
3028 the agency affected by the provision shall request the waiver or
3129 authorization and may delay implementing that provision until the
3230 waiver or authorization is granted.
3331 SECTION 4. This Act takes effect immediately if it receives
3432 a vote of two-thirds of all the members elected to each house, as
3533 provided by Section 39, Article III, Texas Constitution. If this
3634 Act does not receive the vote necessary for immediate effect, this
3735 Act takes effect September 1, 2019.
