77 relating to the establishment of the coordination of disability
88 services pilot program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 531, Government Code, is
1111 amended by adding Section 531.0243 to read as follows:
1212 Sec. 531.0243. COORDINATION OF DISABILITY SERVICES PILOT
1313 PROGRAM. (a) In this section:
1414 (1) "Pilot program" means the coordination of
1515 disability services pilot program established under this section.
1616 (2) "Service provider" means a federal agency, state
1717 agency, political subdivision, nonprofit organization, or other
1818 person who provides specialty services for individuals with a
1919 disability.
2020 (b) The commission shall establish the coordination of
2121 disability services pilot program to:
2222 (1) review all state programs that provide services
2323 for individuals with a disability to determine any deficiencies in
2424 the programs;
2525 (2) refer individuals with a disability to a service
2626 provider; and
2727 (3) assist individuals with a disability in
2828 determining the services available and in applying for services
2929 from a service provider.
3030 (c) The pilot program must allow an individual with a
3131 disability to access the pilot program in person, by telephone, or
3232 through the commission's Internet website.
3333 (d) The commission shall give preference to qualified
3434 individuals with a disability or with personal experience with a
3535 disability in operating the pilot program.
3636 (e) Not later than December 1, 2020, the commission shall
3737 prepare and submit a written report to the legislature on:
3838 (1) the results of the pilot program; and
3939 (2) the pilot program's recommendations on
4040 improvements to state programs for individuals with disabilities.
4141 (f) This section and the pilot program expire on September
4242 1, 2021.
4343 SECTION 2. Not later than January 1, 2020, the Health and
4444 Human Services Commission shall establish the coordination of
4545 disability services pilot program required by Section 531.0243,
4646 Government Code, as added by this Act.
4747 SECTION 3. This Act takes effect September 1, 2019.
