| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 531, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 531.0243 to read as follows: |
|---|
| 12 | 12 | | Sec. 531.0243. COORDINATION OF DISABILITY SERVICES PILOT |
|---|
| 13 | 13 | | PROGRAM. (a) In this section: |
|---|
| 14 | 14 | | (1) "Pilot program" means the coordination of |
|---|
| 15 | 15 | | disability services pilot program established under this section. |
|---|
| 16 | 16 | | (2) "Service provider" means a federal agency, state |
|---|
| 17 | 17 | | agency, political subdivision, nonprofit organization, or other |
|---|
| 18 | 18 | | person who provides specialty services for individuals with a |
|---|
| 19 | 19 | | disability. |
|---|
| 20 | 20 | | (b) The commission shall establish the coordination of |
|---|
| 21 | 21 | | disability services pilot program to: |
|---|
| 22 | 22 | | (1) review all state programs that provide services |
|---|
| 23 | 23 | | for individuals with a disability to determine any deficiencies in |
|---|
| 24 | 24 | | the programs; |
|---|
| 25 | 25 | | (2) refer individuals with a disability to a service |
|---|
| 26 | 26 | | provider; and |
|---|
| 27 | 27 | | (3) assist individuals with a disability in |
|---|
| 28 | 28 | | determining the services available and in applying for services |
|---|
| 29 | 29 | | from a service provider. |
|---|
| 30 | 30 | | (c) The pilot program must allow an individual with a |
|---|
| 31 | 31 | | disability to access the pilot program in person, by telephone, or |
|---|
| 32 | 32 | | through the commission's Internet website. |
|---|
| 33 | 33 | | (d) The commission shall give preference to qualified |
|---|
| 34 | 34 | | individuals with a disability or with personal experience with a |
|---|
| 35 | 35 | | disability in operating the pilot program. |
|---|
| 36 | 36 | | (e) Not later than December 1, 2020, the commission shall |
|---|
| 37 | 37 | | prepare and submit a written report to the legislature on: |
|---|
| 38 | 38 | | (1) the results of the pilot program; and |
|---|
| 39 | 39 | | (2) the pilot program's recommendations on |
|---|
| 40 | 40 | | improvements to state programs for individuals with disabilities. |
|---|
| 41 | 41 | | (f) This section and the pilot program expire on September |
|---|
| 42 | 42 | | 1, 2021. |
|---|
| 43 | 43 | | SECTION 2. Not later than January 1, 2020, the Health and |
|---|
| 44 | 44 | | Human Services Commission shall establish the coordination of |
|---|
| 45 | 45 | | disability services pilot program required by Section 531.0243, |
|---|
| 46 | 46 | | Government Code, as added by this Act. |
|---|
| 47 | 47 | | SECTION 3. This Act takes effect September 1, 2019. |
