| 7 | 7 | | relating to the filing of a degree plan by students at public |
|---|
| 8 | 8 | | institutions of higher education. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 51.9685, Education Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (c-2) and amending Subsection (g) to read as |
|---|
| 12 | 12 | | follows: |
|---|
| 13 | 13 | | (c-2) A student enrolled in a course for joint high school |
|---|
| 14 | 14 | | and junior college credit under Section 130.008 at a public junior |
|---|
| 15 | 15 | | college and to whom Subsection (b) or (c-1) does not apply shall |
|---|
| 16 | 16 | | file a degree plan with the college not later than: |
|---|
| 17 | 17 | | (1) the end of the second regular semester or term |
|---|
| 18 | 18 | | immediately following the semester or term in which the student |
|---|
| 19 | 19 | | earned a cumulative total of 15 or more semester credit hours of |
|---|
| 20 | 20 | | course credit for dual credit courses successfully completed by the |
|---|
| 21 | 21 | | student; or |
|---|
| 22 | 22 | | (2) if the student begins the student's first semester |
|---|
| 23 | 23 | | or term at the college with 15 or more semester credit hours of |
|---|
| 24 | 24 | | course credit for dual credit courses successfully completed by the |
|---|
| 25 | 25 | | student, the end of the student's second regular semester or term at |
|---|
| 26 | 26 | | the college. |
|---|
| 27 | 27 | | (g) The Texas Higher Education Coordinating Board, in |
|---|
| 28 | 28 | | consultation with institutions of higher education, shall [may] |
|---|
| 29 | 29 | | adopt rules as necessary for the administration of this section, |
|---|
| 30 | 30 | | including rules requiring institutions of higher education to |
|---|
| 31 | 31 | | report to the board information regarding the filing of degree |
|---|
| 32 | 32 | | plans as required by this section. |
|---|
| 33 | 33 | | SECTION 2. Section 130.0104(c), Education Code, is amended |
|---|
| 34 | 34 | | to read as follows: |
|---|
| 35 | 35 | | (c) In complying with the requirements regarding the filing |
|---|
| 36 | 36 | | of a degree plan under [Notwithstanding] Section 51.9685, [before |
|---|
| 37 | 37 | | the beginning of the regular semester or term immediately following |
|---|
| 38 | 38 | | the semester or term in which] a student enrolled [successfully |
|---|
| 39 | 39 | | completes a cumulative total of 30 or more semester credit hours for |
|---|
| 40 | 40 | | coursework] in a multidisciplinary studies associate degree |
|---|
| 41 | 41 | | program established under this section [, the student] must meet |
|---|
| 42 | 42 | | with an academic advisor to complete a degree plan [, as defined by |
|---|
| 43 | 43 | | Section 51.9685(a)(1),] that: |
|---|
| 44 | 44 | | (1) accounts for all remaining credit hours required |
|---|
| 45 | 45 | | for the completion of the degree program; and |
|---|
| 46 | 46 | | (2) emphasizes: |
|---|
| 47 | 47 | | (A) the student's transition to a particular |
|---|
| 48 | 48 | | four-year college or university that the student chooses; and |
|---|
| 49 | 49 | | (B) preparations for the student's intended |
|---|
| 50 | 50 | | field of study or major at the four-year college or university. |
|---|
| 51 | 51 | | SECTION 3. This Act applies beginning with the 2019-2020 |
|---|
| 52 | 52 | | academic year. |
|---|
| 53 | 53 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 54 | 54 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 55 | 55 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 56 | 56 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 57 | 57 | | Act takes effect September 1, 2019. |
