8 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 10 | | SECTION 1. Chapter 39, Education Code, is amended by adding |
---|
10 | 11 | | Subchapter O to read as follows: |

11 | 12 | | SUBCHAPTER O. NEXT GENERATION COMMISSION ON DIGITAL LEARNING |
---|
12 | 13 | | Sec. 39.601. DEFINITION. In this subchapter, "commission" |
---|
13 | 14 | | means the Next Generation Commission on Digital Learning. |
---|
14 | 15 | | Sec. 39.602. NEXT GENERATION COMMISSION ON DIGITAL |
---|
15 | 16 | | LEARNING. (a) The Next Generation Commission on Digital Learning |
---|
16 | 17 | | is established to develop and make recommendations for establishing |
---|
17 | 18 | | a framework for the incorporation of digital teaching and learning |
---|
18 | 19 | | in public schools. |
---|
19 | 20 | | (b) The commission is composed of 15 members, consisting of |
---|
20 | 21 | | the following: |
---|
21 | 22 | | (1) four members appointed by the governor; |
---|
22 | 23 | | (2) three members appointed by the lieutenant |
---|
23 | 24 | | governor; |
---|
24 | 25 | | (3) three members appointed by the speaker of the |
---|
25 | 26 | | house of representatives; |
---|
26 | | - | (4) a representative designated by the chair of the |
---|
27 | | - | senate committee on education; |
---|
28 | | - | (5) a representative designated by the chair of the |
---|
29 | | - | senate committee on higher education; |
---|
30 | | - | (6) a representative designated by the chair of the |
---|
31 | | - | house of representatives public education committee; |
---|
32 | | - | (7) a representative designated by the chair of the |
---|
33 | | - | house of representatives committee on higher education; and |
---|

35 | 37 | | designated by the chair of that board. |

36 | 38 | | (c) In making appointments under Subsections (b)(1), (2), |
---|
37 | 39 | | and (3), the governor, lieutenant governor, and speaker of the |
---|
38 | 40 | | house of representatives shall coordinate to ensure that the |
---|
39 | 41 | | commission includes at least one of each of the following |
---|
40 | 42 | | representatives: |
---|
41 | 43 | | (1) a parent of or person standing in parental |
---|
42 | 44 | | relation to a student enrolled in the public school system; |
---|
43 | 45 | | (2) an educator in the public school system; |
---|
44 | 46 | | (3) an educator in a school district that is a |
---|
45 | 47 | | participant in the Texas High Performance Schools Consortium under |
---|
46 | 48 | | Section 7.0561; |
---|
47 | 49 | | (4) a member of the business community; |
---|
48 | 50 | | (5) a member of the civic community; |
---|
49 | 51 | | (6) a leader in digital teaching and learning; and |
---|
50 | 52 | | (7) a leader in researching the impact of digital |
---|
51 | 53 | | teaching and learning on student performance. |
---|
52 | 54 | | Sec. 39.603. PRESIDING OFFICER. The governor shall |
---|
53 | 55 | | designate the presiding officer of the commission. |
---|
54 | 56 | | Sec. 39.604. COMPENSATION AND REIMBURSEMENT. A member of |
---|
55 | 57 | | the commission is not entitled to compensation for service on the |
---|
56 | 58 | | commission but is entitled to reimbursement for actual and |
---|
57 | 59 | | necessary expenses incurred in performing commission duties. |
---|
58 | 60 | | Sec. 39.605. ADMINISTRATIVE SUPPORT AND FUNDING. |
---|
59 | 61 | | (a) Staff members of the agency shall provide administrative |
---|
60 | 62 | | support for the commission. |
---|
61 | 63 | | (b) Funding for the administrative and operational expenses |
---|
62 | 64 | | of the commission shall be provided by appropriation to the agency |
---|
63 | 65 | | for that purpose. |
---|
64 | 66 | | Sec. 39.606. RECOMMENDATIONS. The commission shall develop |
---|
65 | 67 | | recommendations under this subchapter to: |
---|
66 | 68 | | (1) provide a funding proposal to present to the |
---|
67 | 69 | | legislature for digital teaching and learning in elementary and |
---|
68 | 70 | | secondary schools that includes funding to: |
---|
69 | 71 | | (A) improve student outcomes through the use of |
---|
70 | 72 | | digital teaching and learning technology; and |
---|
71 | 73 | | (B) provide high-quality professional learning |
---|
72 | 74 | | for educators to improve student outcomes through the use of |
---|
73 | 75 | | digital teaching and learning technology; |
---|
74 | 76 | | (2) develop a framework for effective statewide |
---|
75 | 77 | | deployment of digital teaching and learning materials in elementary |
---|
76 | 78 | | and secondary schools; and |
---|
77 | 79 | | (3) develop and implement strategies that assist |
---|
78 | 80 | | school districts in the adoption and implementation of digital |
---|
79 | 81 | | teaching and learning materials. |
---|
80 | 82 | | Sec. 39.607. REPORT. Not later than September 1, 2020, the |
---|
81 | 83 | | commission shall prepare and deliver a report to the governor and |
---|
82 | 84 | | the legislature that recommends statutory changes to develop a |
---|
83 | 85 | | framework to incorporate digital teaching and learning in public |
---|
84 | 86 | | schools. |
---|
85 | 87 | | Sec. 39.608. PUBLIC MEETINGS AND PUBLIC INFORMATION. (a) |
---|
86 | 88 | | The commission may hold public meetings as needed to fulfill its |
---|
87 | 89 | | duties under this subchapter. |
---|
88 | 90 | | (b) The commission is subject to Chapters 551 and 552, |
---|
89 | 91 | | Government Code. |
---|
90 | 92 | | Sec. 39.609. COMMISSION ABOLISHED; EXPIRATION OF |
---|
91 | 93 | | SUBCHAPTER. (a) The commission is abolished January 1, 2021. |
---|
92 | 94 | | (b) This subchapter expires January 1, 2021. |
---|
93 | 95 | | SECTION 2. This Act takes effect immediately if it receives |
---|
94 | 96 | | a vote of two-thirds of all the members elected to each house, as |
---|
95 | 97 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
96 | 98 | | Act does not receive the vote necessary for immediate effect, this |
---|
97 | 99 | | Act takes effect on the 91st day after the last day of the |
---|
98 | 100 | | legislative session. |
