55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study by the Texas Education Agency regarding a school
88 district's use of state and local funds.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITION. In this Act, "agency" means the
1111 Texas Education Agency.
1212 SECTION 2. STUDY REGARDING SCHOOL DISTRICT SPENDING. The
1313 agency shall conduct a study regarding the use of state and local
1414 funds by school districts. In conducting the study, the agency
1515 shall:
1616 (1) collect detailed data from each school district on
1717 all expenditures made by the district using state and local funds;
1818 (2) analyze the data collected from school districts
1919 under Subdivision (1) of this section to identify:
2020 (A) the categories of expenditures made by school
2121 districts;
2222 (B) the amount spent by school districts on each
2323 category of expenditures;
2424 (C) whether each category of expenditures is an
2525 efficient use of state and local funds; and
2626 (D) any differences in the manner in which
2727 various school districts spend state and local funds; and
2828 (3) make recommendations on the most efficient uses of
2929 state and local funds by school districts and specify the
3030 categories of expenditures to be considered inappropriate uses of
3131 state and local funds.
3232 SECTION 3. REPORT TO LEGISLATURE. Not later than September
3333 1, 2020, the agency shall submit a report to the legislature that
3434 includes the results of the study and any associated
3535 recommendations.
3636 SECTION 4. EXPIRATION. This Act expires January 1, 2021.
3737 SECTION 5. EFFECTIVE DATE. This Act takes effect
3838 immediately if it receives a vote of two-thirds of all the members
3939 elected to each house, as provided by Section 39, Article III, Texas
4040 Constitution. If this Act does not receive the vote necessary for
4141 immediate effect, this Act takes effect September 1, 2019.
