| 7 | 7 | | relating to a study by the Texas Education Agency regarding a school |
|---|
| 8 | 8 | | district's use of state and local funds. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. DEFINITION. In this Act, "agency" means the |
|---|
| 11 | 11 | | Texas Education Agency. |
|---|
| 12 | 12 | | SECTION 2. STUDY REGARDING SCHOOL DISTRICT SPENDING. The |
|---|
| 13 | 13 | | agency shall conduct a study regarding the use of state and local |
|---|
| 14 | 14 | | funds by school districts. In conducting the study, the agency |
|---|
| 15 | 15 | | shall: |
|---|
| 16 | 16 | | (1) collect detailed data from each school district on |
|---|
| 17 | 17 | | all expenditures made by the district using state and local funds; |
|---|
| 18 | 18 | | (2) analyze the data collected from school districts |
|---|
| 19 | 19 | | under Subdivision (1) of this section to identify: |
|---|
| 20 | 20 | | (A) the categories of expenditures made by school |
|---|
| 21 | 21 | | districts; |
|---|
| 22 | 22 | | (B) the amount spent by school districts on each |
|---|
| 23 | 23 | | category of expenditures; |
|---|
| 24 | 24 | | (C) whether each category of expenditures is an |
|---|
| 25 | 25 | | efficient use of state and local funds; and |
|---|
| 26 | 26 | | (D) any differences in the manner in which |
|---|
| 27 | 27 | | various school districts spend state and local funds; and |
|---|
| 28 | 28 | | (3) make recommendations on the most efficient uses of |
|---|
| 29 | 29 | | state and local funds by school districts and specify the |
|---|
| 30 | 30 | | categories of expenditures to be considered inappropriate uses of |
|---|
| 31 | 31 | | state and local funds. |
|---|
| 32 | 32 | | SECTION 3. REPORT TO LEGISLATURE. Not later than September |
|---|
| 33 | 33 | | 1, 2020, the agency shall submit a report to the legislature that |
|---|
| 34 | 34 | | includes the results of the study and any associated |
|---|
| 35 | 35 | | recommendations. |
|---|
| 36 | 36 | | SECTION 4. EXPIRATION. This Act expires January 1, 2021. |
|---|
| 37 | 37 | | SECTION 5. EFFECTIVE DATE. This Act takes effect |
|---|
| 38 | 38 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 39 | 39 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 40 | 40 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 41 | 41 | | immediate effect, this Act takes effect September 1, 2019. |
