55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study by the Texas Education Agency of career and
88 technology education programs.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter F, Chapter 29, Education Code, is
1111 amended by adding Section 29.193 to read as follows:
1212 Sec. 29.193. STUDY AND REPORT ON CREDENTIALS AND
1313 CERTIFICATES. (a) The agency shall conduct a study to:
1414 (1) evaluate the industry-recognized credentials and
1515 certificates that are currently being offered to public high school
1616 students through career and technology education programs; and
1717 (2) identify any unmet needs in career and technology
1818 education programs currently being offered to public high school
1919 students.
2020 (b) The study must:
2121 (1) for each career cluster included in the study:
2222 (A) evaluate:
2323 (i) the industry-recognized credentials or
2424 certificates in the career cluster currently being offered to
2525 public high school students through career and technology education
2626 programs; and
2727 (ii) the knowledge and skills in the career
2828 cluster necessary to meet state and regional workforce needs; and
2929 (B) identify:
3030 (i) any gaps between the
3131 industry-recognized credentials or certificates identified under
3232 Paragraph (A)(i) and the knowledge and skills identified under
3333 Paragraph (A)(ii); and
3434 (ii) any knowledge or skills that could be
3535 incorporated into career and technology education programs in the
3636 career cluster to increase students' marketability in that field
3737 after graduation from high school; and
3838 (2) for each currently offered industry-recognized
3939 credential or certificate, assess the economic impact of earning
4040 the credential or certificate, including:
4141 (A) the average industry wage for a student who
4242 has earned the credential or certificate; and
4343 (B) the demand to employ a student in the area for
4444 which the student has earned the credential or certificate.
4545 (c) Not later than September 1, 2021, the agency shall
4646 submit to the commissioner a report that:
4747 (1) identifies any currently offered
4848 industry-recognized credential or certificate that does not
4949 provide a sufficient positive economic impact based on the
5050 assessment conducted under Subsection (b)(2); and
5151 (2) recommends the creation of industry-recognized
5252 credentials or certificates to be offered in a career and
5353 technology education program that will address unmet workforce
5454 needs and enhance student competitiveness in the labor market.
5555 (d) This section expires September 1, 2022.
5656 SECTION 2. This Act takes effect immediately if it receives
5757 a vote of two-thirds of all the members elected to each house, as
5858 provided by Section 39, Article III, Texas Constitution. If this
5959 Act does not receive the vote necessary for immediate effect, this
6060 Act takes effect September 1, 2019.
