7 | 7 | | relating to a study by the Texas Education Agency of career and |
---|
8 | 8 | | technology education programs. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. Subchapter F, Chapter 29, Education Code, is |
---|
11 | 11 | | amended by adding Section 29.193 to read as follows: |
---|
12 | 12 | | Sec. 29.193. STUDY AND REPORT ON CREDENTIALS AND |
---|
13 | 13 | | CERTIFICATES. (a) The agency shall conduct a study to: |
---|
14 | 14 | | (1) evaluate the industry-recognized credentials and |
---|
15 | 15 | | certificates that are currently being offered to public high school |
---|
16 | 16 | | students through career and technology education programs; and |
---|
17 | 17 | | (2) identify any unmet needs in career and technology |
---|
18 | 18 | | education programs currently being offered to public high school |
---|
19 | 19 | | students. |
---|
20 | 20 | | (b) The study must: |
---|
21 | 21 | | (1) for each career cluster included in the study: |
---|
22 | 22 | | (A) evaluate: |
---|
23 | 23 | | (i) the industry-recognized credentials or |
---|
24 | 24 | | certificates in the career cluster currently being offered to |
---|
25 | 25 | | public high school students through career and technology education |
---|
26 | 26 | | programs; and |
---|
27 | 27 | | (ii) the knowledge and skills in the career |
---|
28 | 28 | | cluster necessary to meet state and regional workforce needs; and |
---|
29 | 29 | | (B) identify: |
---|
30 | 30 | | (i) any gaps between the |
---|
31 | 31 | | industry-recognized credentials or certificates identified under |
---|
32 | 32 | | Paragraph (A)(i) and the knowledge and skills identified under |
---|
33 | 33 | | Paragraph (A)(ii); and |
---|
34 | 34 | | (ii) any knowledge or skills that could be |
---|
35 | 35 | | incorporated into career and technology education programs in the |
---|
36 | 36 | | career cluster to increase students' marketability in that field |
---|
37 | 37 | | after graduation from high school; and |
---|
38 | 38 | | (2) for each currently offered industry-recognized |
---|
39 | 39 | | credential or certificate, assess the economic impact of earning |
---|
40 | 40 | | the credential or certificate, including: |
---|
41 | 41 | | (A) the average industry wage for a student who |
---|
42 | 42 | | has earned the credential or certificate; and |
---|
43 | 43 | | (B) the demand to employ a student in the area for |
---|
44 | 44 | | which the student has earned the credential or certificate. |
---|
45 | 45 | | (c) Not later than September 1, 2021, the agency shall |
---|
46 | 46 | | submit to the commissioner a report that: |
---|
47 | 47 | | (1) identifies any currently offered |
---|
48 | 48 | | industry-recognized credential or certificate that does not |
---|
49 | 49 | | provide a sufficient positive economic impact based on the |
---|
50 | 50 | | assessment conducted under Subsection (b)(2); and |
---|
51 | 51 | | (2) recommends the creation of industry-recognized |
---|
52 | 52 | | credentials or certificates to be offered in a career and |
---|
53 | 53 | | technology education program that will address unmet workforce |
---|
54 | 54 | | needs and enhance student competitiveness in the labor market. |
---|
55 | 55 | | (d) This section expires September 1, 2022. |
---|
56 | 56 | | SECTION 2. This Act takes effect immediately if it receives |
---|
57 | 57 | | a vote of two-thirds of all the members elected to each house, as |
---|
58 | 58 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
59 | 59 | | Act does not receive the vote necessary for immediate effect, this |
---|
60 | 60 | | Act takes effect September 1, 2019. |
---|
